    What's the truth and who says so? In the old days (say just before you were born), people could read books, study, and feel pretty sure they knew what was going on. Then things started changing. We realized everyone had an opinion and if we listened, we could learn something. We also found that a lot of topics weren't separate, but connected to each other. So thinking in little boxes didn't work so well. Then along came the Web. Ah-oh...     June 18, 2001 Two days after Timothy McVeigh's execution, The New York Times published eight letters to the editor discussing the event and expressing an opinion on the death penalty. Six of the eight were against executing murderers, one was in favor, and one was in favor in a case of mass atrocity like McVeigh's. Four days earlier, the Times had published a letter from a death-penalty supporter. The day before that, there had been three letters on the subject, all opposed. A few days earlier, another three letters; again, all opposed. And four letters opposing capital punishment had appeared in May, around the time McVeigh was originally supposed to die. By my count, then, over the past six weeks the Times has run 19 letters remarking in some fashion on the death penalty, of which 16 84 percent were anti-execution. Now, letters to the editor, even in the nation's unofficial "paper of record," are no gauge of public opinion. It is common knowledge that Americans support capital punishment overwhelmingly so in McVeigh's case. But even if letters published in the Times are no reflection of society at large, they do tell us one thing: what sort of letters the Times, with its global readerships and famously high standards, deems worthy of publication.

If he lived in China, or Yemen, or Kyrgyzstan, or Kenya, or Russia, or Indonesia, or Japan, or Cuba, or Singapore, or Guatemala, or Cameroon, or Syria, or almost any other of the diminishing number of countries that retain the death penalty, Napoleon Beazley would not be confronting this fate. But he lives, and is scheduled to die, in the United States of America, a rogue state as far as capital punishment is concerned. His government believes that it is above the fundamental principle of international law that no one be subjected to

    Goal: To examine the purpose(s) of capital punishment in the United States and to explore the different roles that federal and state governments have in establishing and carrying out death penalty laws
    Objectives: Students will be able to:
    • Describe the history of the death penalty in the United States
    • Identify the roles that the U.S. Congress, U.S. Supreme Court, and the states have had in shaping death penalty legislation
    • Compare opinions about the death penalty before and after investigating the topic
    • Debate different reasons why citizens may support or oppose capital punishment
    • Take and defend a position concerning the death penalty

    Materials: Chalkboard, background material(s) on capital punishment, class set of Capital Punishment Likert Scale sheets
    Time: Variable, depending on the use of extension activities
    Procedure:
  • Introduction. Describe the basic details about a recent and well known homicide. Ask the students what they think is the appropriate sentence for the defendant. Take a few responses. When a student brings up the idea of the death penalty, ask the students to cite some of the purposes of capital punishment, and write their responses on the chalkboard.
  • Using the background material provided in the Special Topic Page and/or additional information from other sources, provide the students with an overview of the death penalty in the United States (history, state action, federal action, public opinion, statistics).
