    Charter schools are supposed to allow parents and teachers to develop publicly funded schools with the flexibility to be innovative and free of rules and regulations that stifle creativity. The charter school movement has grown from one school in Minnesota in 1992 to about 1,100 charter schools across the country today. Currently, 36 states and the District of Columbia have legislation authorizing the creation of charter schools. The notion of what constitutes a charter school continues to evolve. The original idea for charter schools envisioned a group of teachers, perhaps with the help of parents, developing a plan for a school and applying for a charter from the local school board. Charter schools might have a specific academic focus (e.g., math and science or the arts) or employ specific teaching techniques or target a specific group of students (e.g., at-risk). These charter schools would operate as part of the local public school district, supported by public education funds. However, many charter schools depart from this original vision. If the goal is improved student achievement, students in some charter schools are not faring very well. Studies of charter schools in Texas and Arizona show that there has been no evidence of improved student performance among charter school students. A 1998 UCLA study of California charter schools found that charter schools rarely had clearly defined goals or standards and none was "doing more with less" money. In addition, the charter schools exerted considerable control over the types of students they serve. Unlike other public schools, they’re not taking all comers. In Michigan, researchers found that because of weak monitoring efforts, poorly performing charter schools are not likely to be closed.

    The AFT today released a report at its national convention that found the vast majority of existing charter schools have failed to fulfill their promise to bring greater achievement and innovation into the classroom. Based on its findings, the AFT report concluded that policymakers should not expand charter school activities until more convincing evidence of their effectiveness or viability is presented. " While some are successful and should be used as models, most charter schools don’t improve student achievement, aren’t innovative and are less accountable than the public schools, " AFT president Sandra Feldman said.     Overview Since the enactment of charter school legislation in Minnesota in 1991, the number of states with laws allowing for charters has swelled to 29 plus the District of Columbia. In addition, legislatures in Utah, Idaho and Virginia have passed laws in the past two weeks that, if signed into law, will make the total 32. And while only 170,000 students attend approximately 800 charter schools nationwide (compare this with 52.2 million school-age children and about 108,000 schools), this reform is indeed popular. Given that President Clinton has set a goal of 40 states with laws and 3,000 charter schools by 2000, this quick growth is likely to continue, especially with the bipartisan support charter schools have seen in state legislatures across the country.     The application period for approval to open new charter schools in Delaware in September 2004 has closed. Applications for approval to open new charter schools in Delaware in September 2005 may be submitted to the Delaware Department of Education or the Board of Directors of a public school district on any business day between November 1, 2003 and December 31, 2003. Application packets to be submitted to the Delaware Department of Education for approval to open a new charter school in September 2005 will be available from the Charter Schools Office by mid September 2003.

    Annual Survey of Buildings
    As required by 14 Delaware Code, Section 509 (h), the Department of Education has conducted a survey of school districts and the Department of Administration to identify vacant and unused building that may be suitable for the operation of a charter school. During the survey conducted in October 2002, it was noted by the Red Clay School District that the Absalom Jones building in New Castle County has been declared surplus property. For further information on this particular building, contact Steven Kuhls at the Red Clay School District.
