The Center for Charter Schools in Frederick County was formed in the Spring of 2000 to promote the establishment of charter schools here in Frederick County. Our group members are parents, teachers and other school professionals, and community members. To ensure the best possible education for the children of our community, we believe the creation of public charter schools can provide the choices we need and stimulate improvements throughout the public school system.

Regional School and Community Services
The Charter Schools Unit is responsible for coordinating the review of charter school applications and proposed charters. The Unit makes recommendations to the Board of Regents regarding the approval or denial of charter school applications and the approval or return of proposed charters. The Unit also coordinates the monitoring of charter schools, administers the Charter Schools Planning and Implementation Grants Program, and provides technical assistance to charter schools.
PLEASE NOTE: The application deadline for Charter Schools wishing to open in 2003 is September 30, 2002.

    A decade after gaining control of their failing schools from the Los Angeles Unified School District, Principals Yvonne Chan and Joe Lucente are celebrating 10 years of independence, innovation and resolve as pioneers of the flourishing charter school movement. Located in gang-ravaged neighborhoods of the east San Fernando Valley, their elementary schools once suffered from classroom overcrowding, underqualified teachers and dismal test scores.

  • The Charter School Movement is Contracting in North Carolina
      The North Carolina Charter School Cap is still at 100. The state’s new chartering timeline means that no new schools will open until July 2004 This year, the number of chartered schools has decreased from 100 to 95 and is falling. At least 30 new quality applications are needed by February 2003 to get the Charter School Advisory Committee (CSAC) to recommend enough schools to again reach the charter school cap of 100 by July 2004.

    In May, 2001, Indiana became the 37th state to pass charter schools legislation. The new law gives the mayor of Indianapolis, among other entities, the authority to charter schools. Charter schools are public schools that are freed from most of the regulations governing traditional schools. They control their own curriculum, staffing, organization and budget. In exchange for this freedom, they must meet the highest academic standards. The "charter" is a performance contract entered into with a sponsor, such as the mayor or a school board, that explains what the school will attempt to accomplish, how student performance will be measured and what level of achievement it will attain.     Creating new public schools with greater accountability, greater flexibility and less bureaucracy to help children learn
    Additional funding alone cannot and will not ensure excellence and equity in education. To improve schools, New York must find ways to expand the opportunities within public education, encourage competition, and promote innovation. To that end, Governor Pataki proposed and won enactment of the New York State Charter Schools Act of 1998. Public charter schools have five distinguishing characteristics:
    • They are public schools, funded with public dollars and fully accountable to the public. In fact, accountability is so high that a school that fails to meet its stated goals for academic achievement and fiscal responsibility can be closed. They are created by parents, educators, or civic or community groups who can meet qualifications and agree to reach specified pupil achievement goals. They operate free from the bureaucracy that frequently stifles innovation and cripples learning. In exchange for this autonomy and bureaucratic freedom, public charter schools are held to a higher level of accountability than district schools. They operate on a five-year license, and must demonstrate success in order for that license to be renewed.
