CHEMICALS - CONTROL OF USE
The Veterinary Preparations and Animal Feeding Stuffs Act 1976 was originally enacted to regulated the sale of veterinary chemicals and stock feeds in Western Australia. The National Registration Authority (NRA) now assesses veterinary Chemicals under the powers of the Agricultural and Veterinary Chemicals Code Act 1994. Each State, however, has responsibility for any controls over the manner in which those chemicals are used and for establishing the limits within which registered products can be used "off-label" by veterinarians and non-veterinarians. JETACAR (Joint Expert Technical Advisory Committee on Antibiotic), Agricultural and Veterinary Chemicals Policy Committee (AVPCP), Standing Committee on Agriculture and Resource Management (SCARM) and the National Competition Policy Review of national Agriculture and Veterinary chemicals legislation have all identified the need for consistent veterinary chemical use legislation across the jurisdictions. The "Recommended Control Principles Governing the use of Veterinary Chemicals" (Annex A) are based on a series of proposals that have been developed by a National Working Party on the Control of Use of Veterinary Chemicals and endorsed by AVPCP and SCARM. It is anticipated that these control measures will be introduced into the appropriate legislation in each jurisdiction

Increased Use Of Chemicals In Agriculture Worldwide Seen As Major Environmental Threat
Santa Barbara, Calif. (April 12, 2001) Agriculture will be a major driver of global environmental change over the next 50 years, rivaling the effect of greenhouse gases in its impact, according to a new study published in this week's journal Science. "The global impact of agriculture will be at least as great as climate change," said lead author David Tilman, visiting researcher at the National Center for Environmental Analysis and Synthesis (NCEAS) at the University of California, Santa Barbara. "We have to find wiser ways to farm." As an NCEAS working group, the co-authors spent eight months gathering all the data they could find on the global impact of humans mediated by anything except climate change. Agriculture turned out to be the largest.

Agricultural uses for plastics include
These products are used both to improve crop cultivation and to protect agricultural products before and after harvesting.
Like all plastics, these products degrade under the influence of heat and light, leading to a steady decline in their physical and optical properties. Without stabilizers, plastic materials like polyethylene, would only last a few months under outdoor exposure conditions.
HALS (Hindered Amine Light Stabilizers) type additives are extensively used for the long-term stabilization of agricultural plastics because of their extremely high efficiency in retarding photo- and thermal-degradation. Commercially important stabilizers for these applications include:
Films Top An estimated 500,000 hectares of land worldwide is now used for "protected cultivation", e.g. for greenhouse and small-tunnel films . Thes applications can be particularly critical for polyethylene films (LDPE, LLDPE, EVA, EBA) because of the high ultraviolet (UV) radiation exposure, heat build-up on the greenhouse supports, and the effect of crop protection and soil disinfection chemicals that are extensively.

    Water Retention Aid QEMISOYL
Erosion Control Aid QEMIBOND is a water-soluble polymer that improves soil-porosity as its suspended fine particles flocculate to the surface, reducing soil-erosion that is caused by irrigation or water-sprinkling systems. Sprayed in diluted quantities all over the area to be treated, QEMIBOND forms a synthetic network that improve both soil cohesion and water infiltration. The resulting hydrophilic properties promotes soil stabilization and improves seed-germination and root development. QEMIBOND can also used as a soil stabilizer that fights against environmental wind and water soil erosion.
World population, expected to be 9 billion (double the present population) by the year 2050, will require the conversion of natural ecosystems covering an area larger than the size of the United States including Alaska, as demand for food doubles. This expansion of agricultural land is expected to occur mostly in Latin America and
sub-Saharan central Africa. The authors also explain that additional natural habitat would be lost to urban and suburban development.

Chemicals China's agriculture-related markets have been the subjects of great attention. Imports of chemical fertilizers have grown rapidly in recent years, ranking among the top U.S. exports to China. China lacks the raw materials to produce many products such as potassium and phosphate fertilizers, and domestic chemical fertilizers can just meet 86.5% of total market demand. However, China still restricts imports of nitrogenous fertilizers such as urea to protect local producers. Imports of pesticides and herbicides have also been rising substantially, although China's exports of pesticides have exceeded imports since 1994. The government's control of import quotas are still seen as an obstacle for exporting agricultural chemicals to the local market. China's accession to the World Trade Organization (WTO) would gradually phase out the quotas. Statistics
