David D. Nelson , Director ENVIRONMENTAL PROTECTION PROGRAMS Environmental Protection Department History The Cheyenne River Sioux Tribe established by resolution the Environmental Protection Department in August of 1990 and placed the responsibility to provide guidance and direction under the Water, Energy and Environment Committee of the Tribe, to develop the framework necessary to protect the Environment and Natural Resources of the Tribe for generations to come. We first started with the Pesticide Enforcement Program in the late 1980's. This was accomplished through a Cooperative Agreement with the United States Environmental Protection Agency in Region (8) and the Cheyenne River Sioux Tribe. The Program allowed the Tribe to monitor and regulate the general and restricted use of pesticide activities from the Commercial and Agriculture Pesticide Applicators on the reservation. Through this process and the submission of grant applications, we compete with 26 other tribal governments located in the U.S. under the Environmental Protection Agency's Region (8) for the necessary funding to protect our respective environments and natural resources. The other programs under the Department currently consist of the following: the General Assistance Program which enables the Department to develop and draft codes, regulations, administrative procedures to protect the Tribal environment and natural resources, as well as various outreach activities in the communities located on the Cheyenne River Sioux Reservation. The 106 Water Quality Monitoring Program, National Pollution Discharge Elimination System, Pesticide Enforcement Program, Community Outreach Program and the Lead Base Paint Program. Previous programs, which are no longer funded, assisted the Tribe in the development of draft codes for future use and they are as follows: The Wetlands Protection Program, Radon Detection Program and the Underground Storage Tank Program.

    What the Attorney General
    Can Do for You
The Attorney General is the constitutional, statewide elected official who acts as the attorney for the State of Texas. The Attorney General:
    • enforces state consumer protection laws; collects court-ordered child support; and administers the Crime Victims' Compensation Fund.
The Attorney General also serves as legal counsel to boards and agencies of state government, issues legal opinions when requested by authorized requesters, and sits as an ex-officio member of various state committees and commissions. He defends challenges to state laws and defends both state agencies and individual employees of the State when they are sued. The Attorney General files civil and criminal suits upon referral by other state agencies, and in some circumstances, he has original jurisdiction to prosecute violations of the law without a referral from another agency. How we can help you Many Texans look to the Office of the Attorney General for guidance with disputes and legal issues. This agency receives hundreds of letters, phone calls and visits each week about crime victims' compensation, child support, abuse in nursing homes, possible consumer fraud, and other topics. We can and do answer many of these questions directly. We can send you an application for crime victims' compensation, for example, or for child support services. In some cases, we may refer you to another agency that serves your particular need. Under Texas law, however, we cannot give you legal advice or answer questions about particular laws or statutes. For general information on a variety of useful topics, please see our brochures, public service announcements, and Web site.

    Legislative Enactments
The legislative branch of government is charged with enacting laws. These laws are called statutes. The federal government and most states organize these statutes by subject matter and publish them as codes. Many federal statutes are thus found in the United States Code.
California Statutory Law consists of 29 codes, covering various subject areas.
    California Statutory Research
Every law enacted by the legislature begins as a bill (which is given a number). When the bill is passed by the legislature and becomes law it is a statute. Statutes are organized by subject matter and placed into codes. Annotated Codes, in addition to containing the language of each code section, have brief summaries of cases which have interpreted or construed the code section. Each code has its own index and there is a comprehensive or general index covering all 29 codes. An alternative to the general index is the Larmac Consolidated Index to Constitution and Laws of California (LARMAC). This book indexes under one alphabetical listing all 29 codes, the constitution and uncodified laws. Information about the status of bills pending in the legislature can be ascertained by consulting either West's or Deering's Legislative Service Pamphlets.
