    The LESN Fall Seminar: A Hit With Legislative Staff
    By Kathy Hanlon As education staffers, we continually hear, read and write about professional development for teachers and other education practitioners, but how often do we think about our own professional development? As it happens, we education staffers are fortunate to have a number of opportunities to add to our knowledge base. One of the best is the Legislative Education Staff Network Fall Seminar This year's seminar was held in Washington, D.C., on December 15 and 16, 2000, at the Hyatt Regency on Capitol Hill, just a short walk from the beautifully renovated Union Station, the National Gallery of Art and the U.S. Capitol. As in recent years, the LESN meeting followed the National Conference of State Legislature's AFI/ASI meeting , which is held annually in Washington, D.C., and includes an education track, giving staffers more bang for the travel buck. One of my favorite things about any LESN, ECS or NCSL meeting is the chance to meet fellow education staffers, greet friendly faces from previous meetings and trade information with peers from other states. In attendance this year were staffers from Oregon to Florida, Connecticut to Nevada and states in between. The LESN faculty this year included a Harvard Visiting Scholar and representatives from the Government Accounting Office, the National Center for Education Statistics, the Institute for Educational Leadership, the National Association of Secondary School Principals, the American Federation of Teachers and a technical public high school.

    Goal(s): To bring the systems of child care and early education together into a comprehensive, coordinated system of high-quality, affordable services.
    • To ensure that all families who need information on, and access to, quality early care and education programs will have the opportunity for involvement at every level. To ensure that communities will be empowered to plan and implement local early care and education systems that meet the unique needs of resident families and children. To ensure the system will use scarce financial resources wisely. To ensure the system will provide incentives to attract and keep good teachers and administrators in the field.
    Target Population: Funding: Approximately $200,000 from the Child Care and Development Fund, $50,000 this year from Goals 2000, and approximately $100,000 a year from private foundations and corporate donations. Description: The initiative seeks to coordinate the funding of early childhood programs and improve the quality of care. Publicly funded early care and education services are largely categorical and determine eligibility based on particular family characteristics (e.g., poverty, ethnicity, disability). Many providers are struggling to administer multiple programs, each with its own prescriptive eligibility guidelines, staff qualifications, program rules and regulations, and accountability and monitoring systems. Although working parents need child care that meets their work schedules, less than 40 percent of the $207 million available to Colorado to pay for these programs is compatible with a full-day, full-week, full-year work schedule. Significant new resources must be infused into the system to improve the quality of care.

    Colorado's complex education funding picture
    Our student population continues to grow.
    Hispanic and other minority students account for about two-thirds of the increases each year, pressuring schools to provide help for low income students and those with language and cultural differences. Of the total K-12 enrollment, 11% of students receive special education services and 23% come from low income families (defined as qualifying for free or reduced lunch programs). The number of students in these two categories continues to grow each year. For many districts, the solution to rapid student enrollment increases is larger class sizes. The number of classroom teachers per 1,000 students continues to decrease each year.
    As enrollment grows, the issue of capital construction grows too.
    Many school buildings in Colorado are old and in disrepair. A 1996 study found that by 2000, 81% of existing school buildings will be 20 years old or older. The study put a $2.4 billion price tag on K-12 capital construction needs. Currently, no state money is allocated for K-12 capital construction. Capital construction for higher education is also an issue. Funding for new buildings and renovations on public university and college campuses comes from the state where there is nearly always competition with other state needs such as prisons and highways. More than two-thirds of all state government buildings are higher education facilities. These facilities have documented maintenance and construction needs of more than $1 billion over the next five years.
