Voucher plan gets support Campaign for kids now backs proposal for children at risk By Nancy Mitchell, Rocky Mountain News

A Colorado children's advocacy group once opposed to public school vouchers on Tuesday reversed that position, lending support to a proposal targeting at-risk kids. Barbara O'Brien, president of the Colorado Children's Campaign, said the advocacy group worked with state Rep. Nancy Spence, R-Centennial, to craft a pilot plan for kids "who are clearly slipping through the cracks." The switch is just the latest signal of what many legislative watchers are predicting - 2003 will bring the state's first voucher program. Phil Fox, veteran lobbyist for the Colorado Association of School Executives, said a dozen voucher bills are expected to be filed this legislative session. He noted a U.S. Supreme Court ruling in June upholding a Cleveland voucher program for low-income students has prompted "a tidal wave" of choice legislation.

U.S. Secretary of Education Rod Paige today announced that Patricia M. Chlouber will serve as the Secretary's Regional Representative for Region VIII. With headquarters in Denver, Region VIII includes the states of Colorado, Montana, North Dakota, South Dakota, Utah and Wyoming. "I am pleased to have Pat Chlouber working on President Bush's No Child Left Behind education reform agenda," Paige said. "Working together with parents, educators, state and community leaders in the mountain states, we can bring accountability to our public education system and offer all children a quality education." As the Secretary's Regional Representative, Chlouber will serve as the department's liaison to state and local education agencies, public and private schools, colleges and universities and elected representatives of local and state government organizations. Prior to joining the Education Department, Chlouber taught at the elementary school level for over 20 years, most recently in the Lake County Schools District. Elected to the Colorado State Board of Education in 1996, Chlouber has served as Vice Chairman and Chairman of that board in Colorado. Previously, Chlouber also served as Western Area Director to the National Association of State Boards of Education and as member of the Education Leaders Council.

Colorado Open Meetings (Sunshine) Law (24-6-401+) LEGISLATIVE POLICY: It is declared to be a matter of statewide concern and the policy of this state that the formation of public policy is public business and may not be conducted in secret. WHO IS COVERED?
All boards, committees, commissions, authorities or other advisory, policy-making, rule-making or other formally constituted bodies and any public or private entity which has been delegated a governmental decision-making function by a body or official are included under the law. Administrative meetings (staff, faculty) are not open. TWO-TIERED LAW: The Sunshine Law treats state government and local government differently in some areas. The statutes use the following definitions:

Around the nation, education-reform activists, such as Arizona State Superintendent of Public Instruction Lisa Graham, are suggesting that states should just hand over education funding directly to the local schools, instead of passing the money through a school-district bureaucracy. According to scholars John Chubb and Terry Moe of the liberal Brookings Institution, school boards are a major obstacle to education reform. Because of the heavy spending and strong volunteer effort of the teachers' unions, school boards tend to be controlled by members who owe their jobs to the union. For instance, in a typical school-board election in Jefferson County, Colo. (the state's most heavily populated county), the Colorado Education Association (CEA) spends over $50,000 on its candidates, while candidates opposed by the CEA are forced to run a county-wide race on a budget of only $5,000.
