HIGHER EDUCATION: A CONTEXT FOR CHANGE

Chancellor, Colorado State University System A couple of weeks ago, I enjoyed one of the great privileges of being a college president: Participation in commencement ceremonies. To sit there in full academic regalia, gazing out at the faces of students whose education has been entrusted to you, is a significantly humbling experience. We are forced to ask whether we have done all we might to teach them well, to prepare them not only to make a living, but to live full, rewarding lives. We are reminded, too, of the true purpose of higher education and the tremendous responsibility our institutions bear to improve the lives of people and the state of our world. This gentle reminder offers an important context in which to consider the significant challenges facing our state's colleges and universities today. Higher education in Colorado is unique and of high quality. It is also very fragile, and our state's colleges and universities are now being tested in unprecedented ways. As we strive to confront the challenges ahead, we must exercise great care, remembering always the true purpose of our institutions and the path of excellence that must be followed if we hope to sustain success.

HIGHER EDUCATION HAS LINK TO SCHOOL REFORM

Chancellor, Colorado State University System Not long ago, a college chemistry professor grew angry with the way her daughter's high-school chemistry class was being taught. She made an appointment to meet with the teacher, marched with righteous indignation into the classroomonly to discover that the teacher was one of her own former students. Few issues today have generated such ardent public sentiment as the need for reform of K-12 schools. A Talmey-Drake survey in fall 1993 revealed that 90 percent of Coloradans think the performance of the state's public-education system "isn't good enough"and many believe the problem lies in the quality of teaching. Parents, concerned about the quality of education their children receive, have pressed the issue with local school districts and legislators. The response of our state and others has been to focus on standards for student performance and the licensing of teachers. Little attention has been given to the use of standards by competent professionals as an instrument for better teaching and learning. In other words, we ask much of our teachers but invest little in their development as true professionals.

Ron Unz has now taken his medicine show to Colorado, p eddling the same brand of English-only snake oil that he sold to voters in California and Arizona . Heading the effort, known as English for the Children of Colorado is Rita Montero , a former member of the Denver School Board. She is also a former Chicana activist who, in the 1980s, was prominent in opposing English-only measures and, in the 1970s, was linked to a group of radicals who died while allegedly trying to manufacture bombs. Unz's Colorado initiative Proposition 227 and even more restrictive than Arizona's Proposition 203 . Like those measures, the Colorado initiative would:
  • allow "waivers" of the English-only rule, but only under very restrictive circumstances; invite lawsuits against educators and public officials who fail to observe the English-only mandate to hold them personally liable for financial damages and banish them from their jobs for at least 5 years; and mandate annual, English-language achievement tests for all public school students

NEA Helps Defeat Bilingual Education Ban in Colorado
Washington, D.C. - Because of a strong campaign fought by the Colorado Education Association and various other groups, an initiative bankrolled by a California millionaire to effectively end bilingual education in Colorado was defeated handily yesterday, 44 percent to 56 percent. If passed, the proposed Amendment 31 to the Colorado constitution would have virtually wiped out bilingual programs for 70,000, mostly Hispanic students. The measure would have placed these non-native English speakers into English-only classes after only nine months and would have punished educators who continued to use a child's native language in the schools. It was bankrolled by Ron Unz, a California software millionaire who sponsored similar initiatives that previously passed in California and Arizona. The controversial Republican is his education secretary, Rod Paige, the former superintendent of the Houston public schools, who was appointed to that post while a member of his district's school board. That Paige, once vilified by many in Houston for that unusual appointment, could emerge as a consensus builder and one of the administration's more popular cabinet appointees might convince the new president that he can put the controversial election behind him and become the "uniter" he aspires to be. Whether he succeeds depends in large part on the outcome of his education plan what Bush himself says will be the centerpiece of his presidency. The 67-year-old Paige was confirmed in January after appearing before a Senate hearing during which he was widely praised for his stewardship in Houston and his overall plans for the nation's public schools. He described himself as a pragmatist.

The department consists of four major program areas:
  • Air Quality
    The Clean Air Program implements the 1993 Air Quality Policy Plan and the Air Quality Action Plan (AQAP) for 2000-2003. The goal of the air quality program is to continually improve air quality in the community. Clean Air programs are completed in collaboration with the Air Quality Advisory Board, other City department, and County, State, and Federal Agencies. On-going projects include public outreach, pollution monitoring and reporting, vehicle emissions reduction, the Clean Cities program for alternative fuel vehicles, pollution prevention, wood smoke reduction, indoor air quality education, and intergovernmental partnering. Natural Areas
    The Natural Areas Program implements the Natural Areas Policy Plan and administers three voter-approved sales taxes for conservation of natural areas and open lands. The goal of the program is to preserve and protect natural areas and other open lands within Fort Collins and surrounding areas to provide habitat for resource conservation and for people to enjoy wildlife viewing, fishing, hiking and similar activities.

The media just love anniversaries - however grim
We've noticed before that Americans, more than most nations, I think, are devoted to anniversaries, especially of historical events. One of our network television stations saves one minute every evening, just before the half hour national news, for a brief recall of a national occasion. It doesn't have to be of blazing significance, the end of the Second World War, say, or the memorable 4 March 1933, when the new President Roosevelt closed every bank in the country. But how about this last week? One hundred and eight years ago today the Chicago World's Fair exhibited the first slide fastener, later to be known as the zipper. Which, incidentally, reminded me that my old tailor in London took a dim view of this new-fangled American invention and yielded to his cutter "for trousers only" so late as 1975. Lately we've started seeing/hearing not just anniversary notes but an increasing number of commemorations of a melancholy or tragic kind.

Behavioral Drugs Focus of Debate in Colorado Schools
By MICHAEL JANOFSKY ENVER A resolution recently passed by the Colorado Board of Education to discourage teachers from recommending behavioral drugs like Ritalin and Luvox has intensified a national debate over the growing use of prescription drugs for children. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.
