A recent report from the U.S. Department of Education documented the phenomenal growth of charter schools, while a state-level study done in Colorado was showing how these quasi-independent schools can work at their best. In its fourth-year report on charter schools, The State of Charter Schools 2000, DoEd reported that 421 charter schools opened in the 12 months before September 1999 a 40 percent jump, the most brisk increase yet. In all, more than 1,700 charter schools have come into existence since 1991, and they serve a quarter of a million students. Thirty-seven states and the District of Columbia have passed charter laws. In fact, with 4.4 percent of its students in charter schools the highest percentage in the country the District is one of the places where charters have especially thrived as parents seek alternatives to inadequate government schools. According to the report, 58 percent of charter founders said they wished to "realize an alternative vision of education," while 23 percent aspired to serving a special population of children, such as those considered "at risk."

Colorado public schools receive funding from a variety of sources. However, most revenues to Colorado's 178 school districts are provided through the Public School Finance Act of 1994 (as amended). In budget year 2002-03, this legislation provides for over $4.1 billion of funding to Colorado school districts via state taxes ($2.5 billion), local specific ownership (vehicle registration) taxes ($185 million), and local property taxes ($1.5 billion). Moneys provided via the Public School Finance Act of 1994 are available to each school district to fund the costs of providing public education. Follow the links below for more information.

Along with Core Knowledge, Woodrow Wilson Academy will use the Open Court Reading and Writing program, which focuses on the fundamental skills of reading, writing and research. The Open Court Reading and Writing Programs are based upon instructional principles that have proven themselves to influence successful learning by the majority of children-average, slow and gifted. Open Court believes in giving children real literature at the earliest possible moment. By doing this, children learn to read while being entertained by the stories of many great writers. Open Court supports cultural literacy by providing varied selections for reading including fables, folk tales, myths, and traditional and contemporary classics. By providing varied literature experiences early in learning, Open Court keeps students actively involved in developing their own literary skills.

Colorado: Startup Funds The Colorado Department of Education will award approximately $5,450,000 in startup and implementation grants to approved Colorado charter school applicants during the 2002-2003 school year. Startup and implementation grants may be awarded for up to three years for expenses associated with professional development, board training, facility code issues, library development and technology. Deadlines for Tier One charter schools (those that have approved charters) is October 7, 2002. The Tier Two deadline (for those charter schools that were approved after November 1) is February 24, 2003. Startup and implementation grants are competitive. Program Description: The Colorado Department of Education will award approximately $5,450,000 in startup and implementation grants to approved Colorado charter school applicants during the 2002-2003 school year.
Startup and implementation grants may be awarded for up to three years for expenses associated with professional development, board training, facility code issues, library development and technology.
