Shaka Foundation
THE SHAKA FRANKLIN FOUNDATION FOR YOUTH was founded five years ago after the suicide death of 16-year old Shaka Franklin, by his father and community activist, Les Franklin. THE SHAKA FRANKLIN FOUNDATION focuses on correcting the self-destructive behavior of our young people (ages 12-21), and the various problems in their lives that precipitate negative feelings which sometimes lead to suicide.
Often times suicide is the result of violent behaviour towards oneself as well as towards others. THE SHAKA FRANKLIN FOUNDATION also informs and educates young people and adults about the dangers and myths that surround suicide, depression, and grief.
THE SHAKA FRANKLIN FOUNDATION is supported by individuals, corporations and private foundations that understand the importance of helping young people develop into healthy, responsible adults. You can help too.

    As veterinary medicine advances, veterinarians are able to help an increasing number of animals with serious problems, and these animals are living longer than ever before. The number of animals with disabilities, chronic diseases, and other conditions that require special care is constantly rising, and these animals are beginning to find a special place in pet owners' hearts. "Animals are amazing in their ability to recover and adapt to life with a disability," says Dr. Robin Downing, a veterinarian in Windsor, Colorado. "Often it's much harder for us as people to get over our prejudices about special needs pets than it is for the animals to get over their disabilities." Less obvious needs
    Many animals with mental retardation or cognitive function problems can do quite well with a little extra attention from owners, though results can vary widely depending on the pet's condition. Dr. Downing's cat Kramer was born with cerebellar hypoplasiapart of his brain did not fully develop. He can think and reason as well as any other cat, but he has problems coordinating the movement of his legs, and he often stumbles and falls. When he does, he simply picks himself up again. "He was born this way," explains Dr. Downing, "and he's never known any other kind of life. He doesn't know he's different from any other cat." Kramer mostly lives his life as a normal cat, but he does require some protection from staircases and other precarious places where his falls could be dangerous.

    Chapter 6
    Introduction The Boulder Public Library has always made strong efforts to identify special populations that may either be unserved or underserved, and make improvements in the collection and/or services for those groups, as staff and resources permit. While such demands have been met in many cases, the demand to meet additional, diverse needs in the community is great. The Library Commission and staff share a series of goals for improvements in many such areas, including the following: A. Ethnic Populations An effort is underway by the Colorado Council for Library Development to improve services to ethnic minority populations statewide. A committee was recently formed to develop model policy statements, ways to conduct a needs assessment at individual libraries, and to provide training and assistance to local libraries. The Boulder Public Library intends to participate in this process. The CCLD's "Long-Range Plan for Library Services to Ethnic Minority Populations" has six goals:
    • All Colorado libraries will recruit, hire and advance ethnic populations.

    Special Education Relocating to a new community is always a challenge, but for those families who have children with special needs, being prepared and organized becomes even more crucial. All school districts provide a free education to all handicapped or special need children, ages 3 to 21.
    Federal Public Law 94-l42 requires public schools to provide handicapped youth with equal education access and in the least restrictive environment. The large school districts house their own Special Education departments that provide a full range of special education services including programs for the orthopedically, neurologically, visually, aurally, speech, and educationally handicapped, the emotionally disturbed, and the developmentally challenged.
    School districts with enrollments of 4,000 students or less contract with the Pikes Peak Board of Cooperative Services to provide the same services. By state law, all districts also provide special education services to pre-school students.

    Funds received from the ARC in Jefferson County were awarded to Lakewood's City camp scholarship program coordinated through The Learning Center at 1020 Upham St. CITY OF LAKEWOOD TEEN COURT PROGRAM Continuing scholarship program for graduating high school seniors who are continuing on to college. Participation includes teen court representative for a minimum of one year, written essay, acceptance and enrollment into college. Funds will be used for statewide legal education retreat sponsored by the Colorado Association of Teen Courts. This book attempts to answer the questions of why this is happening and why now. The authors contend that many factors, including the changing roles of the American family, more mothers working outside the home, the child care crisis, the epidemic of teen-age pregnancies, high divorce rates, child abuse and neglect, a broken foster care system, and too-late adoptions, all are combining to create a generation of children who are angry and unattached.
