Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. Safe Communities ~ Safe Schools (SCSS) Overview In an effort to address the immediate concerns of the Colorado education community, the Center for the Study and Prevention of Violence (CSPV) of the University of Colorado, introduced the Safe Communities~Safe Schools Initiative in the fall of 1999. This Initiative has been made possible by the support of several key Colorado educational and political agencies that serve as Partners of the Initiative. The Safe Communities~Safe Schools Partnership includes: The Colorado Trust , Colorado Attorney General, Colorado Association of School Boards (CASB), Colorado Association of School Executives (CASE), Colorado Department of Education (CDE), Colorado Department of Public Safety, Division of Criminal Justice (DCJ), Colorado Education Association (CEA), Colorado Federation of Teachers (CFT), Coors Brewing Company, Front Range and Metro Denver Safe and Drug-Free School Coordinators, and the University of Colorado. The CCADV plays an integral role in developing public policy that positively affects victims of domestic violence in the Colorado Community. Without public policy, we return to the days when domestic violence was a "private family matter". Through CCADV’s efforts, the following laws were established:
Domestic Violence Treatment for Offenders
  • Domestic violence intervention programs for court ordered offenders Standards for domestic violence intervention treatment Revision of certification of providers treating court ordered offenders
Containment of Offenders
  • Sentence enhancement for repeat offenders
Victim Protection
  • Domestic violence provisions created in Colorado Works, Colorado’s welfare reform law. Colorado accepts valid out-of-state restraining orders. Unemployment benefits to victims who must leave their jobs to stay safe. Insurance companies are prohibited from denying insurance to victims because of domestic violence.
Funding $800,000. from the State’s General Fund provided to qualifying domestic violence agencies and legal service agencies providing services to victims.

The coalition, formed in 1994, involves more than 1,500 educators, police, and youth workers in activities and stimulates the creation of community-based violence prevention coalitions. It has assisted schools in developing new violence prevention programs and facilitated networking and information sharing among members through bimonthly forums, major conferences, training seminars, task groups, youth involvement, and in-depth consultation and technical assistance to schools and communities.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school. What We Have Learned About Charter Schools In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.
