    Introduction [Top of Page] Historical perspective: Comoros has had difficulty in achieving political stability, having endured 18 coups or attempted coups since receiving independence from France in 1975. Most recently, in August 1997, the islands of Anjouan and Moheli declared their independence from Comoros. An attempt in September 1997 by the government to reestablish control over the rebellious islands by force failed, and presently the Organization of African Unity is brokering negotiations to effect a reconciliation.     THE REGIONAL SECURITY SETTING
    Throughout the period of British rule from the early nineteenth century until the move to independence in the 1950s and 1960s, the Commonwealth Caribbean islands relied on British protection. After independence, however, the islands to some extent went their separate ways and were preoccupied by their own national interests and security and defense concerns. In the late 1980s, these islands were still a largely undefended region; only Antigua and Barbuda, the Bahamas, Barbados, Jamaica, and Trinidad and Tobago maintained defense forces, ranging in size from about 100 to 2,100 members (see table 10, Appendix A). Despite their relative unimportance in terms of territorial size, population, and gross domestic product (GDPsee Glossary), the English-speaking Caribbean islands were a factor in the interAmerican system in the 1980s owing in large part to the strength of their voting bloc (a solid one-third of the OAS members). Because of this regional identity, scholars have recognized the Englishspeaking islands as constituting a subsystem of the Latin American system. One specialist on Commonwealth Caribbean affairs has observed that West Indian collective security issues can be understood only within the general dynamics of West Indian politics rather than OAS-based collective security arrangements, such as the Inter-American Treaty of Reciprocal Assistance (Rio Treaty). This is attributed to the lack of solidarity sentiments between the West Indies and the inter-American system.

    THE COMMONWEALTH CARIBBEAN ISLANDS have a distinctive history. Permanently influenced by the experiences of colonialism and slavery, the Caribbean has produced a collection of societies that are markedly different in population composition from those in any other region of the world. During the sixteenth century, the Caribbean region was significant to the Spanish empire. In the seventeenth century, the English, Dutch, and French established colonies. By the eighteenth century, the region contained colonies that were vitally important for all of the European powers because the colonies generated great wealth from the production and sale of sugar. The early English colonies, peopled and controlled by white settlers, were microcosms of English society, with small yeoman farming economies based mainly on tobacco and cotton. A major transformation occurred, however, with the establishment of the sugar plantation system. To meet the system's enormous manpower requirements, vast numbers of black African slaves were imported throughout the eighteenth century, thereby reshaping the region's demographic, social, and cultural profile. Although the white populations maintained their social and political preeminence, they became a numerical minority in all of the islands. Following the abolition of slavery in the mid-nineteenth century, the colonies turned to imported indentured labor from India, China, and the East Indies, further diversifying the region's culture and society. The result of all these immigrations is a remarkable cultural heterogeneity in contemporary Caribbean society.

      < BACK TO HISTORY CONTENTS A watershed in the history of the islands was the arrival of the Shirazi Arabs in the fifteenth and sixteenth centuries. The Shirazi, who originated from the city of Shiraz in what is now Iran, were Sunni The first Europeans to visit the islands were the Portuguese, who landed on Njazidja around 1505. The islands first appear on a European map in 1527, that of Portuguese cartographer Diogo Roberos. Dutch sixteenth-century accounts describe the Comoros sultanates as prosperous trade centers with the African coast and Madagascar. Intense competition for this trade, and, increasingly, for European commerce, resulted in constant warfare among the sultanates, a situation that persisted until the French occupation. The sultans of Njazidja only occasionally recognized the supremacy of one of their number as tibe , or supreme ruler.

    Globalization and the South West Indian Ocean:
    Four hundred years ago the Dutch under the command of Admiral Wybrandt van Warwijck landed on the island of Mauritius. He named the island Mauritius after Prince Maurits of Orange-Nassau. To commemorate this event, the International Institute for Asian Studies and the University of Mauritius organized a seminar on globalization in the South-West Indian Ocean. The event was funded by the Netherlands Ministry of Foreign Affairs and given a historical continuity by the visit of the present-day Prince Maurits and Princess Marilène of Orange-Nassau-Van Vollenhoven.

    A series of socio-cultural events to mark the celebrations were the fruits of a joint effort by the governments of the Netherlands and Mauritius. The international seminar was multidisciplinary in approach, participants coming from The Netherlands, Britain, France, Italy, India, South Africa, Madagascar, Mauritius, Réunion and other countries.
    In his opening speech Prof. Mohamedbha, Vice-Chancellor of the University of Mauritius, welcomed the guests of honour, Prince Maurice and Princess Marilène. Prof. Stokhof, Director of the IIAS, elaborated on the scope of the theme of the Seminar by emphasizing the 'globalization process' of academic exchange. The inaugural address was delivered by Drs P Moree (Royal Dutch Library, The Hague). His specially written book A Concise History of Dutch in Mauritius (1598-1710) was launched, as well as two books on Dodology published by the Royal Society of Arts and Sciences of Mauritius.
