However, in a review of congressional Web sites, we found that while most congressional offices posted current statements from the Representative or Senator about the war, the overwhelming majority lacked the critical information and guidance that the public most needs. This special report provides offices with ten suggestions for meeting critical constituent needs and the congressional Web sites we encountered that are already meeting these needs online.
