Mission
The Military Department comprised of the Connecticut Army and Air National Guards, Office of Emergency Management (OEM), and the Organized Militia is a unique dual-status agency, having both federal and state missions. The federal mission is to maintain properly trained and equipped National Guard units for prompt federalization in the event of war, domestic emergencies or other exigencies. The state mission is to coordinate, support and augment federal, state and local authorities in emergency response; provide emergency management planning, funding, and training assistance to communities; and conduct community service programs.
Statutory Responsibility
Titles 27 and 28 of the General Statutes contain the Military Department’s statutory authority and responsibility.

Teresa Nelson El Salvador (Army News Service, April 14, 2000) Service members from throughout the United States have been deploying since February to El Salvador to participate in Nuevos Horizontes 2000, a training mission that involves about 2,000 U.S. service members. Active Army and Army Reserve, Army and Air National Guard, Marine Corps Reserve, Navy and Air Force personnel are participating in the training exercise as part of Joint Task Force Santa Fe to provide engineer and medical projects across the Northern Department of Chalatenango in El Salvador. From February until May, more than 50 units across the nation and Puerto Rico will muster for two-week increments to practice their military skills in a real-world scenario to better prepare them for mobilization. "Nuevos Horizontes provides construction engineers, military police, medical units and other combat service support units with the best possible skills training and small unit battle-focused training," said Col. Clyde M. Leavelle, task force commander. "There are no simulations; it borders between training and operations and it's all done in a foreign culture and a joint/combined atmosphere." The American engineers assigned to build the schools and drill the wells work side-by-side with the Comando de Ingenieros de la Fuerza Armada (CIFA) Salvadoran military engineers. Both the CIFA and U.S. engineers have varying degrees of knowledge and expertise, depending on background and rank.

Former South African President F.W. de Klerk has decided not to take a fellowship at Yale Law School, where some students and faculty were promising to demonstrate if he showed up.     In Norwich VT . Now Norwich University. Gideon Welles studied there 1824-25. Founded and initially run by Capt. Alden Partridge , who had been fired as superintendent of West Point , for overbearing, and at the same time sloppy, administration and running the school as a "sort of aid society for hungry Partridges and impecunious friends." In the year Welles attended, the heavily promoted school's enrollment went from 162 to 400. Meanwhile, Welles found the atmosphere rowdy and overcrowded, the courses in the catalogue mostly nonexistent, and the library poor and grossly misrepresented.
