The OGC provides a full array of legal services to judges, circuit clerks and AOC Central Staff. The legal staff advises judges, circuit clerks, the Chief Justice, the Director of the AOC, and AOC Central Staff on a wide variety of issues including personnel law, contracts, changes in legislation, etc. On occasion, the OGC may be asked to research complex or novel legal issues, but most research requests received from court personnel are forwarded to the state law library. ECOMET Arbitration Procedure
A Disputes between Third Parties and one of the Members of ECOMET. 1. A complaint can be filed by any Third Party against any of the Members with the Member in question or with the ECOMET General Assembly either through the President of the General Assembly or the Chief Executive. When the complaint is received by a Member, the ECOMET General Assembly will be informed in due course by the Member concerned.
2. During one month after the receipt of the complaint, both parties will try to settle the dispute through mediation. An independent mediator, jointly chosen by both parties, will oversee the settlement attempt.
3. In case of failure of the mediation effort, a resolution of the dispute shall be possible through one of the following procedures :
1. Arbitration by designated arbitrators in accordance with sections B and C; or 2. Any civil court with jurisdiction over the dispute.
The choice will be made in mutual agreement between the parties. With regard to licence agreements between a Member and a Third Party, as referred to under Rule 6.D, parties shall make an explicit choice between an arbitration procedure (option 1), or a court procedure (option 2). However, if the parties fail to reach an agreement, the dispute shall be resolved through arbitration, without prejudice to the exceptions provided in Rule C(4).
4. The outcome of the dispute resolution under the auspices of a designated arbitration tribunal or pursuant to a decision of the relevant court shall be binding on the parties.

Position of DNS BE in disputes over .be domains
General principle
It is the basic task of DNS to ensure that addressing via domain names in the .be domain runs properly and is continuously available. In addition, it ensures the registration of these domain names via a network of agents. To this end DNS provides the infrastructure for registering and maintaining domain names. It is the responsibility of the agent to take the necessary precautions to ensure correct registration for the customer, account taken of the legal context and internal regulations of DNS.
The registration of a domain name involves no judgement of the applicant's entitlement to such a name, or of the suitability of such a name to the purpose in mind. The licence holder carries full responsibility for the use of the domain name and the content of the website related to that domain name.
The competent authorities must perform the contextual review of an actual dispute arising from the registration or use of a domain name. For this very reason the general terms and conditions applicable to all holders of .be domains stipulate that, "all disputes relating to a domain name registration arising between the licence holder and a party other than DNS BE, must be settled by judicial proceedings, arbitration or other available procedures".

Role of translation in proceedings before the Court of Justice A. Preli mina ry references Registration of the question referred for a preliminary ruling at the Registry of the Court of Justice in the language of the national court. That language becomes the language of the case. Translation of the question into all the languages A notice concerning the question referred for a preliminary ruling is drawn up, translated and published in the Official Journal (cf. Article 16(6) of the Rules of Procedure of the Court of Justice). Service of the request for a preliminary ruling on the parties to the case, the Member States and the Community institutions concerned (first paragraph of Article 20 of the EC Statute of the Court of Justice). The reference is communicated to the Member States in the original language accompanied by a translation into the official language of the recipient Member State (cf. Article 104(1) of the Rules of Procedure of the Court of Justice). Lodgement by the parties, the institutions and the Member States of their written observations (cf. the second paragraph of Article 20 of the EC Statute of the Court of Justice)
