Appellate procedure consists of the rules and practices by which appellate courts review trial court judgments. Appellate review performs several functions, including: the correction of errors committed by the trial court, development of the law, achieving a uniform approach across courts, and the pursuit of justice, more generally. Appellate procedure focuses on several main themes: what judgments are appealable, how appeals are brought before the court, what will be required for a reversal of the lower court ( e.g. , a showing of "abuse of discretion," "clear error," etc.), and what procedures parties must follow. Appealable issues are commonly limited to "final judgments." See , for example, the federal "final judgment rule" at . There are, however, exceptions to the "final judgment rule." They include: instances of plain or fundamental error by the trial court, questions of subject-matter jurisdiction of the trial court, or constitutional questions. See , for example, the Federal statute on appealable interlocutory (non-final) decisions at Argument in appellate court centers around written briefs prepared by the parties. These state the questions on appeal and enumerate the legal authorities and arguments in support of each party's position.

The mission of the Municipal Courts Judicial Department is to provide a forum for citizens to have their matters heard in a fair, efficient, convenient, and timely manner. DIRECTOR AND PRESIDING JUDGE
The Presiding Judge heads the department in accordance with state and local law. This position is appointed by the Mayor and approved by City Council for two (2) year terms. Currently, Judge Berta A. Mejia serves as the Director and Presiding Judge. Judge Mejia has served in this capacity since her appointment in March of 1998. Prior to her appointment to the Municipal Courts, Judge Mejia served the City of Houston Legal Department as First Assistant City Attorney. Her previous judicial experience includes serving as Judge of the 315th District Court in Harris County presiding over felony juvenile matters, and as an associate municipal judge for several years while maintaining her private law practice. Judge Mejia serves on the Harris County Bail Bond Board, the Houston Galveston Area Council, and the State Bar of Texas Court Rules Committee.
