Form a Neighborhood Watch Program. What Is a Neighborhood Watch Program? How Do I Start a Neighborhood Watch Program?
Talk to your neighbors to determine their interest and willingness to participate in the program. Be sure to inform your neighbors that the program does not involve personal risk or apprehension of offenders. That is the job of law enforcement. Ask your neighbors about convenient times and a location for a meeting. A neighbor's home, school, or a church is usually best. To ensure program effectiveness, participation of 50% of the neighbors on the block is needed. If you have questions or wish to start a program, you may contact the Lawrence Police Department's Special Projects Unit at 830-7407. How Long Will the Meeting Last? Neighborhood Watch meetings usually last an hour and a half. The crime prevention officer's presentation will last about an hour and then time is allowed for questions and discussion of specific neighborhood concerns. A "Block Captain" is usually elected by the group to maintain communication between members of the group and their crime prevention officer for future meetings. The group may elect to purchase the Neighborhood Watch signs that can be posted at the location designated by the group. What Happens After the Initial Meeting?

The Webber Seavey Award
The International Association of Chiefs of Police (IACP) and Motorola presented the Webber Seavey Award on October 7, 2002 to the Lexington Division of Police in recognition of its Advanced Language Program. This award is one of only three quality awards given annually by the IACP to agencies worldwide that submit programs for consideration. Quality in police work is a critical factor in the well-being and safety of our communities. The Webber Seavey Award for Quality in Law Enforcement promotes and recognizes quality performance by agencies around the globe. The Division's Advanced Language Program exemplifies dedication to the Lexington Community. Although Fayette County's Spanish population had grown significantly, only two of the police department's personnel were fluent in Spanish.

Thank you for your commitment to Neighborhood Watch and crime prevention! Neighborhood Watch is undoubtedly one of the oldest and most well known crime prevention concepts in history. While the modern day concept of Neighborhood Watch came into prominence in the late 1960s in response to an increasing burglary rate, its roots in America can actually be traced all the way back to the days of Colonial settlements when night watchmen patrolled the streets. The National Sheriffs' Association (NSA) took this crime prevention concept a step further by making it a national initiative the National Neighborhood Watch Program . The program was developed in response to a multitude of requests from Sheriffs and Police Chiefs around the country. Law enforcement leaders were looking for a crime prevention program which would incorporate citizen involvement, and which would address the increasing number of burglaries taking place, especially in rural and suburban residential areas. The Borough of Macclesfield Crime Prevention Panel is a body of volunteers who adopt crime prevention tactics in order to reduce, and help detect, crime committed against the local population. In addition to local business people and residents, the Panel consists of representatives form Macclesfield Borough Council, Macclesfield Hospital, Cheshire County Council, Parish Councillors, the Crime Manager of Macclesfield Division, the Probation Service and the National Farmers Union. And example of the work undertaken by the Panel is a mobile caravan, staffed by Panel members, which is used at events such as the Royal Horticultural Show where, over a three day period, over 3.000 people receive crime prevention advice and literature. HomeWatch Part of the Panel's aim is to support HomeWatch sometimes called Neighbourhood Watch , which originated in the County of Cheshire. In the Borough of Macclesfield, which covers the towns of Macclesfield, Wilmslow, Knutsford and Poynton, there are some 1,200 registered schemes with an average of 17 householders per scheme. We need neighbourhood and home watch schemes for the UK to make safe and secure local communities. Local home watch schemes, in particular, are essential for fighting local crime, improving home security and increasing the well being of UK citizens.

Call to report information about terrorism in Virginia. Mobilizing Neighborhood Watch to Support Homeland Security In late September, Attorney General John Ashcroft issued a call to create a "National Neighborhood Watch" to enlist the help of all Americans in the war against terrorism. In response to this call, the Virginia Crime Prevention Association (VCPA) is asking law enforcement agencies in Virginia to Secure America by mobilizing Neighborhood Watch with a new mission, to support Homeland Security. This new mission is to provide Virginians the means to be on the watch for suspicious activity and to make their homes and communities more secure. The VCPA will help law enforcement by providing training, technical assistance and resource material. Time is of the essence. People want to get involved and are asking what they need to do to and how to report possible terrorist threats. Neighborhood Watch is a well-established program sponsored by local police and sheriff's departments. It is a natural tool to get people involved and to enlist the eyes and ears of all Americans in the war against terrorism.

Through the years citizens have delegated more and more of their individual responsibility for self protection to law enforcement specialists. As a result, fewer citizens now recognize their responsibility to take an active role in crime prevention and the apprehension of criminals. Police officers make more arrests each year, but criminal activities continue to rise. Here in Tempe as well as nationwide, homeowners are being victimized every day at an ever-increasing rate. No one is immune. The time has come when citizens can no longer leave their responsibility for the reduction of crime to others. Burglary is a crime of opportunity, committed by criminals who capitalize on carelessness or neglect. Most home burglaries are not committed by professionals who have planned to commit a burglary. Most are committed by amateurs, who find an open or unlocked door or window, or drug abusers that take advantage of a home's week defenses.

The police often hear the same question "What can I do about crime?" If we are going to reduce crime and make our life safer we must start at home. The Neighborhood Watch Program has proven to be a very successful tool in reducing crime.
What is a Neighborhood Watch?
Some people believe that a small town is a safe place to live. The crime rate in a small town is low because everyone knows everyone. If someone does something wrong everybody knows it. A criminal cannot operate with everyone watching. The neighborhood watch group makes their neighborhood their small town.
The ABC's of Neighborhood Watch
Any community resident can join-young and old, single and married, renter and home owner.
A few concerned residents or a community organization can spearhead the effort to organize a Watch.
Members learn how to make their homes more secure, watch out for each other and the neighborhood.
Members learn how to report activities that raise their suspicions to the police.
