    The Virginia Crime Prevention Association, Inc. (VCPA) is a private, nonprofit organization that was established in 1978. It serves the interest of practitioners and volunteers involved in the reduction of criminal opportunity. The VCPA works closely with the Virginia Department of Criminal Justice Services, the Crime Prevention Coalition of America, and other organizations. The VCPA is served by a volunteer board of directors and is managed by an executive director. Program Services The purpose of the VCPA is to advance the principles of crime prevention through training, technology transfer, policy development, and program services. The service philosophy of the VCPA dictates that assistance be rendered to members and non-members alike. The VCPA is aggressive in obtaining grants and contracts so that services can be made available to agencies, organizations and community groups at little or no cost. Training The VCPA provides a wide range of training services, including basic, advanced, and specialized courses. It can also respond to specific training needs of an agency or organization. The length of courses range from one to five days.

    Neighborhood Watch is undoubtedly one of the oldest and most well known crime prevention concepts in history. While the modern day concept of Neighborhood Watch came into prominence in the late 1960s in response to an increasing burglary rate, its roots in America can actually be traced all the way back to the days of Colonial settlements when night watchmen patrolled the streets.
    The National Sheriffs' Association (NSA) took this crime prevention concept a step further by making it a national initiative the National Neighborhood Watch Program. The program was developed in response to a multitude of requests from Sheriffs and Police Chiefs around the country. Law enforcement leaders were looking for a crime prevention program that would incorporate citizen involvement, and that would address the increasing number of burglaries taking place, especially in rural and suburban residential areas.
    Funding was sought and obtained from the Law Enforcement Assistance Administration in 1972, and thus, the National Neighborhood Watch Program was born. The first two years of the program were devoted to disseminating information on the nature and volume of burglary, and providing information on how to secure residential property and make it less vulnerable to break-ins. From there, it evolved to promoting the establishment of ongoing local neighborhood watch groups where citizens could work in conjunction with their law enforcement agencies in an effort to reduce burglaries and other neighborhood crimes.

    Attorney General Ashcroft Announces Neighborhood Watch Campaign As part of President Bush's new Citizen Corps, Neighborhood Watch will continue to reduce crime in neighborhoods nationwide by encouraging businesses, the faith community, schools and citizens to cooperate and assist local law enforcement. The National Sheriffs' Association has been instrumental in launching President Bush's new Citizen Corps initiative. "Everyday citizens can assist local law enforcement by playing an active role in their communities and neighborhoods," said Attorney General Ashcroft. "Neighborhood Watch deters criminal activity and helps protect American families. Our children are safer, our homes are more secure, and our communities are stronger when Americans participate in community policing." To encourage even more participation in the Neighborhood Watch program, the National Crime Prevention Council (NCPC) has launched a Public Service Announcement (PSA), United for a Stronger America, in partnership with the Department of Justice, the Crime Prevention Coalition of America, and the Advertising Council. This public service advertising campaign will encourage citizens and local communities to initiate Neighborhood Watch programs. The PSA campaign will suggest citizens call to get a Citizens' Preparedness Guide, which provides specific actions that individuals can take in their communities to reduce crime. A new component is being added to the current Neighborhood Watch program that provides counter-terrorism measures that citizens can use to join in the fight against terrorism. Outlined in the guide are five specific themes; protecting yourself and your family, protecting/comforting children, knowing and caring for neighbors, reporting crimes and suspicious activity, and emergency preparedness.     Preparation has begun for the 4th annual Neighborhood Watch Golf Tournament at the Columbia Country Club on Monday, June 2. For Neighborhood Watch to be successful it must raise funds for public relations, advertising, revitalization efforts, computer and software updates and crime prevention. This is the ONLY fund raising event hosted by the organization. You can aid in this effort by participating in or donating to the golf tournament.     BACK The security police department utilizes a variety of media in order to provide information and promote safety on campus. Brochures on different subjects are made available throughout the year. Department bulletin boards are used to publicize various crime prevention subjects. Crime Alerts In the event of a serious incident on campus, or at the Elkhart Center that may pose a danger to others "crime alert" information notices will be posted. Crime alert bulletins are also disseminated by electronic media using electronic mass mail notices. Officers patrolling the IUSB campus and Elkhart Center site report shrubs or trees that might create an unsafe area as well as poor lighting and other possible unsafe conditions to the Facilities Management Department or to off-campus programs administrators. Campus buildings and grounds are patrolled regularly. Personal Escorts Officers will provide personal escorts on campus and will provide other assistance as needed at anytime. Anyone who desires an escort can request it by dialing the department 24hour telephone number (4239) from any house or office telephone. Officers on duty at the Elkhart Center will also provide this service. Neighborhood Watch The security police department serves as the block captain for all University owned or controlled houses in the Bellevue neighborhood watch program, and disseminates crime prevention and crime reporting information to occupants. There is no Neighborhood Watch program for the Elkhart Center site.

    This is the "heart" of the crime prevention program. Through involvement in Neighborhood Watch, citizens learn how they can better prevent becoming victims of crime and how to access the police when assistance is needed. After an initial meeting (preferably within the neighborhood) at which specific neighborhood problems and policies are discussed, the members are encouraged to implement both the physical security measures and changes in attitude which were suggested during the training. The services that are requested through Neighborhood Watch range from basic questions about home security to the implementation of organized, radio equipped citizen patrol within the neighborhood. The Neighborhood Watch group also will be introduced to the Community Police officer who is assigned to work in their neighborhood. The Community officer works together with the Neighborhood Watch group to address not only crime but also quality of life issues in the community.
