October 1996 CJA Update: Funding The Fine Print
Washington, D.C., October 1996 Before leaving town to politick at home, Congress pulled several all-nighters and passed a $600 billion monster appropriations bill (six overdue bills in one) which the president signed in time to keep the government from crashing on October 1st. As for a $5 raise for the CJA panel attorneys whose approved rate increases have been postponed since 1988, "funding for this purpose has not been provided." Thus sayeth the Conference Report, which is not a binding law, see In re North, 50 F.3d 42, 46 (D.C. Cir. 1995), but is considered literal gospel by the Judicial Conference entrusted with actually spending the money. more

Statistical, theoretical, and practical information on criminal activity, data about criminals, law enforcement policies and programs, as well as prisons are just a few examples. The Government Documents Department in the Daley Library acquires publications from the Bureau of Justice Statistics , the National Institute of Justice , the Illinois State Police , the Chicago Police Department , etc. Access to information crime and criminal justice in other states and countries can be found in a number of indexes throughout the Main Library and from the Internet sites. This web page provides introductions to a selected collection of resources (both print and non-print) that can be used for research in criminal justice. Criminal justice information can be both complicated and hard to find. Please ask for assistance from the Public Service/Reference Desk on the second floor of the Daley Library.     Crime in the United States has declined substantially in recent years. Homicide, robbery, rape, and assault have all dropped sharply since highs in the early 1990s. Substance abuse has declined less sharply, however, and drug-related arrests have actually increased steadily, reaching record highs over the past few years. The number of people under some form of correctional supervision, meanwhile, has also continued to reach new highs. In 1996, the last year for which complete date is available, over 5.5 million Americans (or about 2 percent) were in prison, jail, on probation or parole. While criminologists (and, indeed, most Americans) agree that more needs to be done to lower the national crime rate, there are sharp differences over how this should be accomplished. Some believe that tougher enforcement policies should be pursued, including increased spending on law enforcement and prison facilities, longer sentences for offenders, and stepped up use of the death penalty for the worst crimes. Others argue that more money needs to be spent on prevention, including social services and education, to provide hope and opportunity for potential offenders. This section examines all of these issue in depth.
