Every year the National Institute of Justice sponsors 40 to 50 focus groups, workshops, and conferences throughout the country and on the Internet about such key topics as forensic use of DNA, research and evaluation of justice initiatives, partnerships against violence, sentencing and corrections reform, international programs, and anti-gang tactics and training. For example, the Institute completed its tenth national evaluation conference last summer (attended by nearly 800 professionals), in which researchers and leaders of the criminal justice field came together to present evaluations on collaborative perspectives in the criminal justice field, promising programs against violent crime, illegal drug trafficking, and community disorder and fear. Using the National Survey of Adolescents, researchers examined the prevalence of sexual assault, physical assault, physically abusive punishment, and witnessing an act of violence and subsequent effects on mental health, substance use, and delinquent behavior problems.     I was driving back to Soham from a business meeting in Cambridge when I came across the site. I was interested because of allegations against 'Gypsies' I'd read recently in the local press - accusing them of acts of vandalism, environmental damage and, of course, theft. I had no prior knowledge of Gypsies apart from they're among the groups of people adults tend to tell their children to stay away from and (in the days when I read it) 'Viz' had a strip titled 'The Thieving Gypsy Bastards'. I could only assume that this group of people is for some bizarre reason the subject of an accepted form of xenophobia in this country. The lifestyle they have followed for many centuries has proved to be more or less impregnable and so incorruptible by modern society in Britain and modern British society is reacting by destroying what it doesn't understand. Over the last few years, a marked increase in the number of middle class adolescents who take to the road with romantic notions of emulating the Gypsies may well have exarcebated the plight of the genuine Gypsies as the adolescent's middle class parents have reacted by doing all that they could to have the few and inadequate facilities used by the travellers bulldozed off or made unavailable to them. It is then also possible that a large portion of the crimes that the Gypsies are blamed for are in fact carried out by local opportunists who can rely on the Gypsies getting blamed.

    juvenile justice: an overview
    Juvenile justice is the area of criminal law applicable to persons not old enough to be held responsible for criminal acts. In most states, the age for criminal culpability is set at 18 years. Juvenile law is mainly governed by state law and most states have enacted a juvenile code. The main goal of the juvenile justice system is rehabilitation rather than punishment. Juveniles can be transferred into adult court if the juvenile court waives or relinquishes its jurisdiction. State statutes creating juvenile courts and providing methods for dealing with juvenile delinquencey have generally been upheld by courts as an acceptable extension of state police power to ensure the safety and welfare of children. The doctrine of parens patriae authorizes the state to legislate for the protection, care, custody, and maintenance of children within its jurisdiction. The federal role in the field has largely been that of funder and standard setter. Congress passed the Juvenile Delinquency Prevention and Control Act in 1968. This was later revised in 1972, and renamed the Juvenile Delinquency Prevention Act. The stated purpose of the act is to assist states and local communities in providing community based preventative services to youths in danger of becoming delinquent, to help train individuals in occupations providing such services, and to provide technical assistance in the field.
