The Attorney General provides resources for law enforcement though the criminal justice divisions of his agency. The divisions provide technical assistance in a number of key areas and are available to coordinate local, state and federal efforts when necessary to successfully combat multi-jurisdictional criminal actvity. I NTRODUCTION
The Anti-Drug Abuse Act was signed into law on November 15, 1988. The Act requires employers who contract with or receive grants from federal agencies to certify that they will meet certain requirements for providing a "drug-free workplace." In general, the requirements are:
  • Make a good faith effort to maintain a drug-free workplace;
  • Publish a drug abuse policy statement;
  • Distribute to each employee a written copy of the drug abuse policy statement;
  • Notify the granting or contracting federal agency within ten (10) days of receiving a conviction notice from an employee;
  • Impose sanctions (up to and including employment termination), or require convicted employees to participate in a drug abuse assistance or rehabilitation program;
  • Establish a drug-free awareness program to educate employees on the dangers of drug abuse, available drug counseling and other programs, and the drug abuse policy of the University.

Epilogue The Coordinating Office for Drug and Alcohol Abuse Programs Originally started as the Division of Addictive Diseases within the Office of Mental Health in 1966, the Coordinating Office for Drug and Alcohol Abuse Programs (CODAAP) was established within the Mayor's Office in 1972 and was made a separate office within the Philadelphia Department of Public Health in 1979. Conceived as a planning unit for needed services, CODAAP's responsibilities include channeling the energies of Philadelphia drug and alcohol prevention and treatment programs into an integrated and coordinated system.  By monitoring the changes and trends in substance abuse in the city, CODAAP coordinates and evaluates substance abuse prevention and rehabilitation programs to meet changing needs. CODAAP coordinates its efforts with other systems such as Community Behavioral Health (CBH), Medicare and managed health care systems. CODAAP currently provides help to over 17,000 Philadelphians annually through its contract services with over 90 agencies for a variety of programs including education, prevention, treatment and rehabilitation.  Recently, the Department of Public Health created two new residential programs through CODAAP and CBH for individuals dually diagnosed with mental illnesses and substance addictions. Seven new recovery houses were created for individuals enrolled in substance abuse treatment who require the supports of a safe and secure living arrangement to stay in treatment.

The Caregiver Program is implemented under ss.48.685 and 50.065, Stats., and Chapters HFS 12 and 13, Wis. Admin. Code. The Caregiver Law is intended to protect clients in caregiving settings (health care, day care, foster care) from abuse, neglect or misappropriation of their property by licensed, certified or employed caregivers. Criminon actually grew out of the very successful Narconon prison programs. By the 1980s, with increased drug usage in all sectors of society, the Narconon program shifted its emphasis to community-based activities. At that point, Criminon expanded into the correctional facilities to fill a need.

Q: Do I really need a lawyer? A: Yes, without a doubt. While it is true that in some routine cases a lawyer cannot get a better "deal" than a person representing themselves and pleading guilty can, this is a very dangerous business. There are many potential legal issues even in the most straightforward misdemeanor criminal case. If there is a problem with evidence, a search and seizure issue, or issues with the calibration of a breath test machine in a DUI, such information will never come forward without the assistance of an experienced criminal attorney. Of course, in some cases there are no difficulties at all with the Prosecution’s case, and the defendant eventually must plead. However, before a plea is entered every possible avenue should be explored as to legal and technical defenses. An experienced criminal lawyer can often work out creative settlements that a person with no legal background, or even an attorney without experience in the criminal field, simply cannot do. REDUCED STRESS
The Transcendental Meditation program reduced the level of stress in prisoners, as measured physiologically by the number of spontaneous skin resistance responses. The study showed that regular practice of the TM technique was positively correlated with the degree of increase in autonomic stability. The more regularly a person meditated, the more he simultaneously gained in physiological stability and behavioral flexibility (reduced compulsiveness) accompanied by increased social outgoingness. Record numbers of Americans are going to prison, and most of them will eventually return to society with a high chance of becoming repeat offenders. But a decision to abandon rehabilitation programs now would be premature warns Ann Chih Lin, who finds that little attention has been given to how these programs are actually implemented and why they tend to fail. In Reform in the Making, she not only supplies much-needed information on the process of program implementation but she also considers its social context, the daily realities faced by prison staff and inmates. By offering an in-depth look at common rehabilitation programs currently in operationeducation, job training, and drug treatmentand examining how they are used or misused, Lin offers a practical approach to understanding their high failure rate and how the situation could be improved. Based on extensive observation and over 350 interviews with staff and prisoners in five medium-security male prisons, the book contrasts successfully implemented programs with subverted, abandoned, or neglected programs (those which staff reject or which do not teach prisoners anything useful). Lin explains that staff and prisoners have little patience with programs aimed at long-range goals when they must face the ongoing, immediate challenge of surviving prison life. Finding incentives to make both sides participate fully in rehabilitation is among the book's many contributions to improving prison policy.

Check against delivery Good morning / Jo Sun I am extremely pleased to have been invited to the International Conference on Offender Rehabilitation in the 21 st Century presented by the China Prison Society and the Society of Rehabilitation and Crime Prevention, Hong Kong. This is a great honour. It is time well spent for me - not only professionally but also personally, as I have the opportunity to greet my friends. My presentation this morning will hopefully assist in setting the stage for the Commissioners' Panel to follow. It is true that our countries are different in many ways. But it is not our differences that bring us here before you today.
