  • Is the entire effort to globalize financial markets simply mistaken?
Over recent months there has been an increasing chorus of voices raising issues regarding the wisdom and effectiveness of open capital markets. In recent weeks we have seen specific actions reflecting these views:
  • Even more surprising, Hong Kong has taken to large scale official intervention in its stock market in an effort to thwart the so-called "double play" initiated by speculators simultaneously shorting equities and taking positions against the currency.
This view held by the Fund seems at odds with the conclusions some seem tempted to by the recent crises and by what appears at times to be something near chaos in capital markets. One thing is clear: we won't get the issue right unless there is a careful diagnosis of the recent crises that leads to the right lessons being learned! And here I believe there is some reason for concern. Some seem tempted to conclude that open markets are in and of themselves fundamentally flawed. So let me pose two questions.

Luis Lopezllera is director of Promocion del Desarrollo Popular (PDP) and initiator of the community currency system Tlaloc in Mexico. Luis came to Thailand on invitation of Focus on the Global South and the TCCS (Thai Community Currency Systems) Project.
Menno Salverda is co-director of the TCCS project that is funded by the JFAC, CUSO and VSO. The TCCS project exchanges information regarding alternative economic systems within Thailand and abroad with the aim to establish community currency systems in Thailand.
This paper was prepared for the international conference "Economic Sovereignty in a Globalising World: Creating People Centred Alternatives for the 21st Century", held 23-26 March 1999, Bangkok, Thailand.
What Are Community Currencies?
Community currencies are interest-free exchange mediums that can only be used in the community in which they originate. The community currency economy exists in parallel with the mainstream economy; some trading is done in national currency, some in community currency, and some in a combination of the two. Community currency systems are based on either the LETS concept (Local Exchange and Trading Systems), popular in Canada, Europe and Australia or the HOURS model first established in Ithaca, New York.
It is estimated there are over 2000 LETS-type community currency systems, where total number of members vary from 50 in Guelph, Canada to more than 700 in the Talents system in Switzerland and over 2000 in the Blue Mountain LETS in Australia. Trade in these systems still happens mainly in the services sector, although many now also have small businesses participating. Currently about 50 "HOURS"-type systems operate in North America. In Ithaca New York, a monthly trade volume is estimated at 6,000 HOURS (60,000 US$) between 1,500-2,000 people (Powell and Salverda, 1998).

A grandfather's smile beneath a greying moustache was broken by the words: "Money is the blood of our community."Then the man's voice rose and his fist pounded out the rhythm of his message on the table, "and now that blood is poisoned."Luis Lopezllera Mindez, 63, was an architect and university professor of design in Mexico City. His involvement in social work began with the organisation of construction workers back in 1958. "I couldn't ignore the inequality between the fortunes of the workers who bore the concrete and steel that formed the buildings and the lives of those who lived in them," he said. Villagers in Ban Talad, Amphur Kud Chum, examine the Tlaloc. Mr Mindez subsequently went on to work with credit unions, disaster relief after the devastating earthquake in Mexico City in 1985, and he was also part of the network that fought against the North American Free Trade Agreement, or Nafta. He is currently president of Promocion del Desarrollo Popular (Promotion of Popular Development), an NGO created more than 30 years ago to facilitate the organisation of peasants, workers, suburban settlers, and indigenous people.

Global Currency Unit or GCU The currency denomination alternatives for performance evaluation actually used and discussed have been the currency of the parent company, the local currency of the subsidiary, or both. The GCU offers a totally new perspective and dimension. The GCU can be defined as a currency that would appropriately take into account each part of the ME´s operations and activities in an unbiased and non-nationalistic way. It is a currency that would be a conglomerate or hybrid of the different currencies relevant to the ME. In this respect it bears resemblance to the European Currency Unit (ECU). Another advantage of a GCU would be the smoothing effect it would have on budgets and reported results, that is, the impact of exchange rate fluctuations on performance evaluation would be reduced. If financial data is translated from a weak and unstable foreign currency into a strong parent currency, the result of the translation is extensively going to be affected by the exchange rate changes. A GCU, on the other hand, represents a sort of average currency in that its value falls somewhere inbetween the extremes of a weak and a strong currency. A decline in the value of the weak currency would be less extensive in relation to the GCU than to a possibly strong parent currency. In addition, the GCU would be more stable than the other currency units of the ME because it is a composition of the other currencies which means that adverse fluctuations in the other currencies would tend to even out when incorporated in the GCU.

Halifax Initiative intends to contribute to the development of a viable alternatives agenda by hosting an international conference, "Currency Transactions Taxes – From Feasibility to Implementation" in Vancouver in October, 2001. The conference will bring together leading members of the academic, non-governmental, institutional and political communities from around the world to evaluate, critique, debate and discuss the use of currency transactions taxes to control destabilizing currency speculation and to develop multifaceted political and public engagement strategies.

The International Center organized its last workshop within the research program “Alternatives for Exchange Rate Policy in Pre-Accession Economies “ on 21-22 September in Vienna at the Institute for Advanced Studies. The meeting was coordinated by Peter Backé, Head of Research Department at the Austrian National Bank. The program of the meeting consisted of presenting the final versions of the country papers and the summary paper of the program. Pawel. Kowalewski presented a paper on the Polish exchange rate problems with a critical approach towards the current policy of appreciating national currency. He described the evolution of the Polish exchange rate arrangement since the first stabilization policies and noted that the gradual increase of flexibility was a necessary measure because of disinflation and high current account deficit problems. He questioned whether the shift to float was a good decision and whether the costs weren’t too high. He pointed that the policy of letting the Zloty appreciate contributes to the slow-down of export growth, may have adverse impact on the current account balance and spill-over to the economic growth which will be the lowest this year in the last 8 years. Urmas Sepp Vladimir Lavrac evaluated the experiences of Slovenia with managed floating, mentioning that both the macroeconomic record and the evolution of exchange rate indicators have justified the initial choice and later reliance of monetary authorities. While the central bank may keep this arrangement till the expected EU and later ERM-II membership, Mr. Lavrac pointed to the difficulties stemming from the liberalization of capital flows, the slow-down in disinflation process, and the high exposure to exogenous shocks, which is unavoidable given the size of the economy.
