    Geography Never Changes
    By Col. Stephen Ross Norton
Special to the Western Policy Center August 1998 The noted geopolitician and former U.S. ambassador to Turkey, Robert Strausz-Hupé, said in 1982 during a discussion about the Cyprus problem that "governments may come and governments may go, but geography never changes." That year, Chief of the Turkish General Staff Kenan Evren was governing Turkey while, in Greece, there was a democratic government headed by Prime Minister Andreas Papandreou. However, Greece’s recent experience with a military government, beginning in 1967, had only ended in 1974. Since 1967, it has seemed that when one of the two countries has had a stable, respected, popular government which could afford politically to engage the other over their differences, it would be met by a weak coalition government on the other side and all initiatives were doomed to failure. In 1982, some U.S. diplomats were becoming mired in analysis that predicated having strong governments in Athens and Ankara at the same time, such as the highly acclaimed administrations led by Greek Prime Minister Eleftherios Venizelos and Turkish President Kemal Ataturk earlier this century, as a prerequisite to improving Greek-Turkish relations. There was one immediate lesson in Ambassador Strausz-Hupé’s comments contrasting the tenuous state of governments with the constancy of geography: Change your thinking and look at the geographical imperatives, not just the political ones. Using the ambassador’s premise helps to keep analysis of eastern Mediterranean issues focused on realities. Of primary importance is the notion that no country can choose its neighbors. There are historical, religious, political, and economic differences between Greece and Turkey. There have been wars between them, and many bilateral issues remain unresolved. It is doubtful that these countries would choose to be neighbors if choices could be given in such matters.

Cyprus Geography and Location The mountains of Cyprus are made of volcanic and igneous rocks. Cyprus is 40 miles south of Turkey and 60 miles west of Syria. Cyprus has mountains over 1,800 meters (6,000 feet) high. The climate on Cyprus is rainy winters and hot, dry summers. The mountains of Cyprus get plenty of rain and snow. People live in the plains between the mountains. Most precipitation on the mountains is in the form of snow. The slopes on Cyprus are covered with forests of pine and cedar trees. Cyprus is 3,572 square miles in area. There are four major regions on Cyprus. One is in the south; another one is in the north. The others are plains. One plain surrounds the island the other is between the other regions. Mountains on Cyprus border both the northern and southern coasts of the island. Because the plains are dry except after heavy rains, people save lots of water by building underground wells. Land Government Economy History ... Home

    The Cyprus Season
The climate of Cyprus never fails to delight her visitors, and every season has a charm and beauty of its own. In summer, sandy beaches and clear turquoise waters beckon swimmers and provide the perfect conditions for sailing, skiing and all water sports under the sun. Yet a complete contrast awaits in the cool, pine covered mountains o Troodos, with delightful hill resorts and traditional hotels. In springtime the island takes on an enchanting beauty. The countryside is set ablaze as glorious wild flowers and fragrant blossoms burst into life to delight the eye with their stunning colors. Bright poppies, yellow daisies and pastel anemones present their myriad colors in the fields. Meanwhile prickly broom and rockroses decorate the hillsides, peonies start appearing on the mountains, and everywhere the heady scent of orange blossom pervades the air. In fact with 1500 different species of flowers, Cyprus is a paradise for nature lovers. As the days lengthen and the sun gathers strength. Cyprus enters an idyllic season for walks, leisurely picnics and the fascinating contemplation of nature, not forgetting, of course, swimming and sunbathing.

    INTRODUCTION
Background: Independence from the UK was approved in 1960 with constitutional guarantees by the Greek Cypriot majority to the Turkish Cypriot minority. In 1974 a Greek-sponsored attempt to seize the government was met by military intervention from Turkey, which soon controlled almost 40% of the island. In 1983 the Turkish-held area declared itself the Turkish Republic of Northern Cyprus, but it is recognized only by Turkey. Cyprus talks resumed in December 1999 to prepare the ground for a comprehensive settlement.

    Geography
Unavailable Figure 3. Topography and Drainage The physical setting for life on the island is dominated by the mountain masses and the central plain they encompass, the Mesaoria (see fig. 3 ). The Troodos Mountains cover most of the southern and western portions of the island and account for roughly half its area. The narrow Kyrenia Range, extending along the northern coastline, occupies substantially less area, and elevations are lower. The two mountain systems run generally parallel to the Taurus Mountains on the Turkish mainland, whose silhouette is visible from northern Cyprus. Coastal lowlands, varying in width, surround the island. Data as of January 1991
