State Action For Education Leadership Project (SAELP) National Project National Goals National Strategies Purposes of Delaware's Project ... Delaware Goals The National Project The State Action for Education Leadership Project (SAELP) is a nation-wide effort supported by Wallace-Reader’s Digest Funds to assist states in making the policy changes necessary to improve school leadership. The basic idea behind the project is that better leaders in schools and school districts will provide a better environment in which teachers can more effectively teach and students can more successfully learn. Thirty-seven (37) states applied and fifteen (15) states were selected for participation in the project. The SAELP Project is managed by a National Consortium of five (5) major associations including the Council of Chief State School Officers, the Education Commission of the States, the National Association of State Boards of Education, the National Conference of State Legislatures, and the National Governor’s Association. The National Consortium works with project leaders in each of the states to provide oversight of and technical assistance for the state projects.

State Action for Education Leadership Project
The State Action for Education Leadership Project is part of the Wallace-Reader's Digest Funds' larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. To see a list of state contacts, please click here. Project management and support is provided through the Council of Chief State School Officers. The project is guided by a National Consortium comprised of the five state-based organizations whose members have primary responsibility for state education policy: the CCSSO, the National Conference of State Legislatures , the National Governors' Association , the National Association of State Boards of Education and the Education Commission of the States . In addition to enabling education leadership reforms in states receiving grants, the project benefits all states through research and findings produced and published by the National Consortium.

Former Minnesota State Rep. Ember Reichgott-Junge introduced and helped pass the first charter law in 1991. As a result, City Academy in St. Paul, Minnesota became the first publicly chartered school, opening its doors in 1992. In the intervening years, 39 states and the District of Columbia have passed charter school legislation. Nationwide, there are now over 2,430 schools serving over 580,000 children. "Charter school parents and teachers create new approaches to meet student needs, and the public school system responds and benefits from their energetic innovation and strict accountability."

Nomination for the Award Text taken from the 1999 Hesburgh Award program brochure: Theodore M. Hesburgh Award
For Faculty Development to Enhance Undergraduate Teaching and Learning TIAA-CREF created the Hesburgh Award to acknowledge and reward successful, innovative faculty development programs that enhance undergraduate teaching, and to help inspire the growth of such initiatives at America's colleges and universities. It is named in honor of Rev. Theodore M. Hesburgh, C.S.C., president emeritus of the University of Notre Dame, nationally renowned educator and world humanitarian. President of Notre Dame for thirty-five years, Father Hesburgh has been a preeminent leader on major policy commissions and study groups shaping American education. A distinguished figure in public service, he has received numerous awards, including the presidential Medal of Freedom, the nation's highest civilian honor. Father Hesburgh also served on the TIAA and CREF Boards of Overseers for twenty-eight years. University of Delaware In 1993, a handful of science faculty at the University of Delaware (UD), concerned about how well their students were learning, began to use problem-based learning (PBL) in their courses. PBL uses complex problems rooted in real-world situations to motivate students to discover important concepts for themselves. Students work in groups to solve problems and the instructor acts as a guide and facilitator throughout the process.
