Marketing Help Commodity Boards Commodity boards are an integral part of the Delaware agricultural community. Created under the Agriculture Marketing Section, Chapter 7, Title 3 of the Delaware Code, the Agricultural Commodities Development Act provides for the establishment of commodity boards. Three commodity boards exist under this act. The Delaware Soybean Board, the Delaware Beef Advisory Board, and the Delaware Potato Board were created for the producers of each agricultural commodity. The Delaware Soybean Board was organized in 1980 by a group of Delaware soybean producers, who wanted to promote a profitable soybean industry in the state. As part of the 1990 Farm Bill (USDA Soybean Promotion, Research, and Consumer Information Act), a national soybean checkoff program began in 1991 and was approved by soybean farmers in 1994. The program is funded by an assessment of 0.5% of the market value on the sale of soybeans grown in the state. The United Soybean Board manages half of these funds, and the Delaware Soybean Board manages the rest. The Delaware Soybean Board also receives a matching fund grant from the Delaware Department of Agriculture to assist with their programs in promotion, education, and producer communications. The Delaware Soybean Board is a nine-member organization comprised of soybean producers from each county.

    Standards.

    Connecticut:
    Connecticut's State Board of Education adopted a state policy on School, Family, Community Partnerships on August 7, 1997 based on the National PTA's National Standards for Parent/Family Involvement Programs. Connecticut's General Assembly passed a law in 1997 (Public Act 97-290) which was intended to foster meaningful partnerships among schools, families, and communities to enhance student learning. It stated that ALL local and regional boards of education were required to develop, adopt, and implement written policies and procedures to encourage parent-teacher communication by September 1, 1998. The Connecticut Department of Education along with community partners including the Connecticut PTA, put together a packet to help local boards of ed comply with the law. The packet contained a sample policy, the six standards in detail, an overview of the law, and procedures and agreements that had been developed in school districts around the country, as models for communities to use. This policy and law impact 1,068 public schools including 645 elementary, 163 junior HS/middle schools, 163 high schools, and 17 vocational/technical schools, serving 545,619 public school students.
