J In announcing his appointment, Gov. Ruth Ann Minner said, "I have known Joe Pika for many years and have the utmost respect for him. He has truly served with distinction since being appointed to the state Board of Education in April 1997. He is well aware of all public education issues in Delaware, and I feel his leadership will help in our efforts to improve the quality of Delaware’s educational system." Pika brings to his new position experience and involvement in education and government at the local and state levels, as well as at the University. On a local level, Pika refers to himself an "education activist parent," whose children spent a total of 36 years in Delaware’s public schools and who was involved in referendums and school board elections. The board works closely with the Department of Education, school districts and schools, and it implements the laws that are passed by the legislature by establishing the regulations school districts must follow. "Cooperation and pulling together are the keys to improving education in the state," he said.

Students accepted into a graduate program are assigned a faculty advisor by their Chairperson or Program Director. The students should consult with the advisor in selection of courses, thesis option, degree requirements, and related matters Admission to Candidacy
Application for admission to candidacy is to be made immediately after the student is admitted to a specific program, completes all prerequisites for the designated graduate program, and completes at least nine (9) hours of graduate course work with at least a "B" average. No student will be allowed to register for a course after completion of fifteen (15) fifteen hours at Delaware State University unless he/she has been admitted to candidacy. Applications for admission to candidacy must be approved by the Dean of Graduate Studies and Research and the appropriate Chairperson and/or Program Director/Coordinator. Applications for Admission to Candidacy Forms must be submitted to the Office of the Dean of Graduate Studies and Research in duplicate, with the appropriate signatures no later than two semesters prior to graduation. It is the primary responsibility of the students to become familiar with the policies and procedures governing admission to candidacy.

“In Delaware, new accountability legislation and regulations requires increased professional development,” said Jim Boyd, Ed.D., Education Associate for Educator Induction programs. “Since school leaders are expected to be instructional leaders and managers of schools and districts, both principals and superintendents are finding that making time to complete necessary tasks while seeking professional development is becoming more difficult, if not impossible.” Added Boyd, “Once the satellite infra-structure is in place, we will be able to provide adult learning opportunities to all Delaware schools.”
DOE will deliver, through a quality distance-learning provider, high quality and timely professional development programs using the satellite technology. An advisory council comprised of members of the Chief School Officers Association, the Delaware Association of School Administrators and DOE will decide the content of the professional development programs. Background
Delaware established public school choice in September 1996 by enacting a law to allow parents to enroll their children in any public school in the state if there is room. The burden of transportation costs for out-of-district students rests on the families. A funding mechanism for the transportation costs associated with intradistrict public school choice is established in law. It may not be used by parents whose children attend private or religious schools.

Real Estate Education Provider and Instructor Certification
The Education Committee of the Delaware Real Estate Commission is the body responsible for initial review of course provider and instructor certification applications as well as student requests. Information to apply for course provider or instructor certifications can be accessed on this website under the " Guidelines for Fulfilling the Delaware Real Estate Education Requirements ". Certifications for both course providers and instructor applicants are valid for a two year period by the end of which a new application must be submitted to the Committee office. There is no renewal process. Also, course provider certifications are not transferable because course certification pertains only to the organization or individual named on the application for that particular offering.
