November/December 2002 As we near our annual election of officers, it seems right to give a brief report on the past 12 months. It was another successful year for ASD, thanks to the efforts of so many of us.
We have held informative meetings every month, except July and August, when we substituted a wonderful picnic, frolicking in the waves, and watching the dolphins at Cape Henlopen. In March John-Paul Bovee and his mother Julie Donnelly, told a packed meeting of their experiences and successes. In April we hosted another great Autism Awareness Day in Lewes. May marked the second conference that ASD has sponsored, with a terrific slate of speakers. It was hard to make choices about which sessions to attend.
During the winter and spring, we also worked very hard to persuade the Delaware General Assembly to appropriate adequate funds for necessary services for adults with autism and other severe disabilities. Happily, we succeeded in this effort. (Unfortunately, it looks as though we shall have to do it again.)
Our fundraising efforts were also successful, chiefly the Autumn Auction for Autism, a bridal show, and a golf tournament. As a result, our finances are sound and we have been able to make some grants for autism research.

SOUTH DAKOTA LAWMAKERS APPROVE MENTORING PROGRAM. The legislature has approved a voluntary mentoring program for novice teachers in South Dakota. The program will provide beginning teachers with guidance from either a veteran or a retired teacher. However, school districts will have to use local funds if they decide to offer such a program because the legislature did not earmark any new funds. The state board of education will decide on the specific details of the program, including the qualifications of the mentor teachers.
CONNECTICUT HOUSE PASSES BILL TO ALTER TEACHER RETIREMENT AGE. The Connecticut House of Representatives has voted to allow teachers to retire after 32, rather than 35, years of service. The early proposal was offered in exchange for reducing the state contribution to next year's teacher retirement fund by about $32 million, helping to close a large budget surplus. Under the plan, the years of service required for retirement would be 34 in 2004, 33 in 2006 and 32 in 2008. Critics of the bill say that the proposal could encourage several thousand teachers to retire early and create a critical teacher shortage. Advocates of the bill believe that the lower retirement age may encourage applicants to the state and may discourage other teachers from leaving Connecticut in favor of neighboring states where retirement limits are already below 35 years of service. The state Senate passed a similar bill last year.

Introduction
Service-learning is a teaching method that combines service to the community with classroom curriculum . Service-learning is more than merely community service. It is a hands-on approach to mastering subject material while fostering civic responsibility. On a programmatic level, service-learning in America is thriving. Through funds from the Corporation for National Service, almost every state has resources and some level of a service-learning program. Although practitioners and other service-learning advocates have long regarded service-learning as a way to increase student achievement and student civic engagement and decrease a host of problems, such as drop-out rates and school crime and violence, there is now a growing interest from policymakers. They are beginning to wonder what service-learning policy looks like and what other states are doing with service-learning policy. This 50-state policy scan is a snapshot look at where states are with the institutionalization of service-learning.
