How a state can join How a school can join in a HSTW state How a school can join in a non- HSTW state How does a state become a member of High Schools That Work? The number of High Schools That Work states has increased from 13 in 1987 to 27 in 2001. They are Alabama, Arkansas, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Kansas, Kentucky, Louisiana, Maryland, Massachusetts, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, Vermont, Virginia and West Virginia. When a state joins HSTW , it becomes part of a consortium comprising SREB and the member states. This consortium is dedicated to getting at least 85 percent of career-bound high school students to complete a challenging program of study and to reach or exceed the HSTW performance goals in reading, mathematics and science. The intent is to prepare students for productive careers and further learning. High Schools That Work represents a cost-effective way for states to join SREB and other states in offering high schools a proven framework of goals and key practices for raising student achievement. The consortium meets three times annually to discuss progress in improving student achievement and to address issues of leadership, staff development, technical assistance and accountability. SREB and the states are partners in delivering services to member schools and in encouraging policy-makers to enact needed legislation and policies to improve high schools for all students. States sign a memorandum of understanding with SREB and agree to assume certain responsibilities associated with maintaining and developing a state network of school-improvement sites.

The Board of Trustees
The Board of Trustees of Delaware Tech is the governing body of the institution. All members are appointed by the Governor of the State of Delaware with the consent of a majority of the State Senate. Six members serve for three-year terms, and must be appointed by residenceone from the City of Wilmington, one from New Castle County outside the City, one from Kent County and one from Sussex County, with the remaining two from anywhere in the State. The seventh member, the Chairman, is appointed by the Governor and serves at his pleasure. No more than four members may be of the same political party.     What is the Student Environmental Development Program?
    The EPA Student Environmental Development Program (SEDP) is an environmental leadership development program. This is our ninth year for the SEDP and we have programs in four locations; Philadelphia (9th year), Chester Pa. (4th year), Wilmington, Delaware (3rd year) and Washington, D.C. in it's first year. Each year almost 150 EPA staff and 30 agencies participate in the program. Over the past nine years, 255 students have successfully completed the program, and in turn have taught thousands of others (estimated to be more than 50,000). Some program graduates, now in high school and college, return each summer as mentors to the middle school students that we are host and train.
    The SEDP is a community-based, cross cultural, Environmental Education and Outreach Program which uses a holistic approach to teach inner-city students about environmental issues that are prevalent in the urban communities. This year we have 80 students, from all racial, economic and cultural backgrounds, who will serve as Environmental Outreach Trainees and will assist and be taught by EPA employees to do research projects and learn cross-cultural communication skills which enable them to go into their community, with the ultimate goal of l taking their knowledge back to their own schools and communities to teach others, especially elementary school kids, about the environmental issues that effect their lives.

His background is diverse, having spent over 15 years as a multi lines insurance agent and 20 plus years in manufacturing. While in manufacturing he served as an Industrial Engineer, Production Supervisor, Financial Planner and as a Manager of Distribution and Warehousing. Dick was also in the Army Reserve for 22 years and retired after serving as Director of MOS training for several years. On the personal side, he been married 30+ years has 3 children and 2 grandchildren. Until just recently, Dick had served over 10 years as the Director of church Children’s Ministries. He and his wife Sandy belong to the People of Praise, an ecumenical Christian covenant community. Currently Dick serves on 5 boards: Indiana Institute for Township Government, Indiana Township Association, Hillcroft Services, Inc., Delaware County Coalition for Human Services, and RSVP.
