DATI Studies Assistive Technology's Role in Delaware Schools In the 1995-96 school year, and then again in the 1997-98 school year, the Delaware Assistive Technology Initiative surveyed educators in 19 Delaware school districts. The survey asked educators about their familiarity with different types of assistive technology (AT), their history accessing AT training to increase their knowledge and skills, and their perceptions regarding the barriers to AT access. In 1995-96, 7,474 surveys were distributed to teachers statewide, and the response rate across districts was 11.7%. The second survey was distributed to teachers, administrators, paraprofessionals, and related services personnel. This survey went to 9,076 educators statewide and drew a response from 10.92%. What types of AT needs do educators see? Educators noted that the most common AT need was computer access. In the 1995-96 survey, 63.3% of educators encountered students needing computer access. In 1997-98, 54.2% of educators encountered students with computer access needs. Other frequently cited needs were cognitive assists, augmentative communication, mobility aids, and positioning/seating aids.

PARENT GUIDE TO DELAWARE CHARTER SCHOOLS August 2000 FOREWORD The purpose of this Guide is to provide answers to some of the most frequently asked questions about charter schools in Delaware. It is directed primarily to parents who are considering enrolling their children in a Delaware charter school and parents of children already enrolled in charter schools. Information about specific practices at a particular charter school may be obtained by contacting that school directly. A complete listing can be found at www.doe.state.de.us/del_schools/charter/list.html The charter school movement began in Minnesota in 1991 and has grown to over 1,000 schools nationwide. There are nine approved charter schools in Delaware. Four are currently open with an additional five approved to open in September 1999. The application period for approval to open new charter schools in September 2000 is November 1 through December 31, 1998. This Guide is intended to provide general information in an easy to use format. For direct reference to the State law on which the charter school initiative is based, the reader may wish to examine Delaware Code , Title 14, Chapter 5.

Japanese Folk Dancers To Perform For Delaware'S Multicultural Education Day
Japanese dance will be a leading attraction on Friday March 16,Delaware Multicultural Education Day. This event, now in its second year, is organized by the Delaware Multicultural Education Council. Events will take place at the Grand Opera House, located at 818 Market Street in Wilmington. The program, drawing from over fifteen world cultures, will include music, dance, arts and crafts, student projects, interactive discussions, hands-on workshops and live performances. Activities are scheduled from 9:00 a.m. to 2:00 p.m.
The Japanese traditional folk dance group, Miyabi-Za, led by Professor Masako Sato from Miyagi University of Education, will be performing at this event for the second time. Miyabi-Za will not only showcase dances, but will also teach the Japanese traditional art of origami, describe and demonstrate the traditional instruments which are used in its performances, and will present a kimono show for students and teachers.

New High Schools Construction Photos School Renovations Illustrations: Drawings of the new Indian River High School (top) and Sussex Central High School (below) The Indian River School District is on schedule to open its two new high schools in September 2004. Two of the three bid packages for each school have been awarded, and groundbreaking ceremonies were held in August and October. The new Indian River High School will have a 1,000-student capacity and be built on two parcels totaling 156.92 acres. The property is located between Route 20 and Clayton Avenue near the existing high school. The new Sussex Central High School will have a 1,500-student capacity and be built on 158.6 acres across from the Stockley Center in Millsboro. Site work is currently underway at both locations, with concrete and structural steel work to follow in the coming months. Construction of the new schools was approved by district residents in a major capital improvement referendum on May 23, 2000. However, the district had to overcome a series of obstacles and delays before breaking ground for the new buildings. One month after the referendum's passage, the State of Delaware altered the square footage formula that is used to determine the cost of new construction. While Indian River was required to calculate the cost of its buildings at $145 per square foot, other school districts in the state were allowed to calculate construction projects at the new $175 per square foot rate. This was a major factor in the original construction bids for Indian River and Sussex Central high schools coming in millions of dollars over-budget in Aug. 2001. Those bids were rejected, and the district began identifying ways to reduce construction costs.

Delaware's process for funding schools needs re-evaluation

While academic reform moves into high gear this year with high stakes testing, another important element of public education in Delaware remains in a state of disrepair: the process of hiring teachers. When the school reform movement began about a decade ago, there was discussion of tackling both academic improvements and a reconfiguration of school finances at the same time. Little was accomplished in school finance reform, though some studies were undertaken. As academic reform, including both student and educator accountability, falls into place over the next couple of years, the Department of Education in cooperation with members of the General Assembly should focus on retooling Delaware's school finance process; a task equally as difficult as academic reform. Gov. Ruth Ann Minner should name a special commission to begin this undertaking as soon as possible. All funding operations should be questioned Such a group could examine a number of important topics. Among them:

– The toll-free line was originally created by the Attorney General as a resource for parents, teachers and students to call the School Crime Ombudsman if they believed their school was not responding properly to concerns or incidents of violence. Now students are encouraged to use the number anytime they know information that might cause them alarm or worry. The number is included in the “Keep My School Safe” pledges and in brochures given to the students.
FACULTY GUIDANCE AND TRAINING – The Department of Justice regularly conducts workshops for teachers and administrators to familiarize them with the school crime reporting law and with the thought-processes that lead to bullying and violence. Teachers are also recruited to adopt the bully-proofing program described above for their classes. Schools have been encouraged to modify student scheduling to minimize freetime in hallways and common areas that could be a source of trouble. Block scheduling has cut incidents by about half in some schools.
SCHOOL RESOURCE OFFICER TRAINING – The Department of Justice is in regular contact with police officers assigned to work within Delaware’s public schools. The officers are given guidance and training in both the law and developing bully-proofing programs.
