    About UDLib/SEARCH
    The University of Delaware and the State of Delaware provide access to networked electronic resources and related teacher training for all Delaware public high schools and middle schools through UDLib/SEARCH. UDLib/SEARCH provides state-funded, centralized access via the Web to more than 15 full text online encyclopedias and periodical databases to all public middle schools and high schools in the state of Delaware. The UDLib/SEARCH databases are recommended and selected by school librarians. The UDLib/SEARCH databases are available at all computers connected to the Internet via the state network: classrooms, libraries, computer labs and offices in all Delaware public middle schools and high schools. This includes all district offices and the Delaware Department of Education. The UDLib/SEARCH Advisory Board, consisting of University of Delaware librarians, middle school and high school librarians, and Delaware Department of Education staff, meets to discuss issues concerning the UDLib/SEARCH program including databases and training. The University of Delaware Library receives funding for UDLib/SEARCH from the State of Delaware Department of Education as recommended by Governor Ruth Ann Minner and approved by the Delaware General Assembly.

    CHAPTER 42. DELAWARE CENTER FOR EDUCATIONAL TECHNOLOGY
    (a) There is hereby established the Delaware Center for Educational Technology (Center). The Center shall be a public education agency, created for the purpose of coordinating the use of technology by Delaware's several school districts, the Department of Education and any other organization, public body or other entity specifically designated by the General Assembly for the purpose of carrying out the public education of the citizens of Delaware. The Center shall be established, for budgetary purposes, in Public Education as a separate internal program unit. (c) The 3 superintendent members shall be elected by the collective group of public school district superintendents meeting in a public session. The Secretary of Education shall not have a vote. The initial terms of office for the 3 elected superintendent members shall be as follows: (1) 1 member shall be appointed for a term of 1 year; (2) 1 member shall be appointed for a term of 2 years; and (3) 1 member shall be appointed for a term of 3 years. No superintendent member shall serve more than 2 consecutive terms except in the case of those initially appointed for 1 and 2 years who may be reappointed for 2 consecutive full 3-year terms. After the initial term, all terms of superintendent members shall be for a period of 3 years; provided, however, that each member must be actively employed by a public school district of the State as a superintendent or cease to be a member of the Board.

    CHAPTER 3. SUNDAY SCHOOLS AND YOUNG MEN'S CHRISTIAN ASSOCIATIONS
    Any 10 or more persons associated together for the promotion of the interests of Sunday schools, or as a Young Men's Christian Association for the promotion of religious knowledge and improvement, may become incorporated by the election of managers, not less than 3 nor more than 12, and by taking a corporate name and certifying the same, together with the object of the incorporation, under the hands and seals of the managers, to the Recorder of the county, who shall record such certificate. The managers elected shall, upon the recording of the certificate, become a body corporate by the name adopted and certified. The corporation shall have succession for 20 years, may sue and be sued and may purchase, receive, hold and enjoy property, real and personal, for the use and objects of the association and may ordain bylaws for the regulation of its affairs not inconsistent with the laws of this State or of the United States. Such corporation shall hold no real estate except such as is actually occupied and used for the purposes specified in the certificate of incorporation. The officers of the corporation, in addition to the managers, shall be a president, who shall be 1 of the managers, a secretary, a treasurer, and such other officers as the bylaws prescribe. The managers shall be elected annually at such place and in such mode as the bylaws direct, and upon their election the managers shall appoint and may from time to time by resolution remove and reappoint the president, secretary, treasurer and other officers of the corporation. The managers shall have the management of the affairs and business of the corporation, and the acts of a majority shall be valid.

    U.S. Supreme Court unanimously rules against "separate-but-equal" schools. Justices base their decision partly on lawsuits by black parents in New Castle County. : The first of seven lawsuits is filed by black students seeking admission to white public schools in Kent County. U.S. District Court finds Delaware has done little to comply with the 1954 ruling and orders the state to file a desegregation plan. All Delaware desegregation lawsuits are consolidated into what eventually will be known as Evans vs. Buchanan. The state begins eliminating black schools in Kent and Sussex counties. By 1967, the last of Delaware's officially black districts is phased out. The General Assembly approves the Educational Advancement Act, consolidating some districts but specifically excluding those within Wilmington city limits. Five black parents reopen Evans vs. Buchanan, claiming the Educational Advancement Act essentially perpetuated one school system for whites in the suburbs and another, inferior, system for blacks in the city. U.S. District Court finds segregation never has been eliminated from city schools. State ordered to submit desegregation plans.

    UNIVERSITY CLASSES FOR GIFTED TEENS

    It seems the Education Ministry cannot make up its mind whether it is for or against providing higher education for high-school students.
    A circular from the Education Ministry director general encourages bachelor degree studies in high schools. This year 1,200 high school students have registered for studies through the Open University. This number is expected to be much higher next year. These students (about 20 percent of whom are from families that emigrated from the Commonwealth of Independent States) would like to finish high school with a bachelor's degree. For some years now the Education Ministry has bowed to the pressure of students and their parents and has allowed schools to facilitate these studies. At the same time, however, it seems that the ministry is still trying to hold back the flow, often claiming that can end up being disadvantaged from a social point of view. In actuality, high schools have already become devoid of their educational content and have turned into matriculation exam factories. Six years ago a branch of the Open University began offering classes at the Herzliya Gymnasium in the late afternoon hours. It was the first such branch in the country and is now the largest of many, with over 300 students, some of who come from other high schools. The Tel Aviv high school has since also opened post-secondary classes that are scheduled such that students can combine their matriculation studies with studies toward a university degree. Last year the first 15 students in the program completed bachelor's degrees. Most of the students manage to complete the better part of the requirements for a B.A. before they are inducted into the army, but don't manage to finish them completely.

    General Information
    is a statewide institution of higher education, providing academic, technical, and corporate and training opportunities to every resident of Delaware at four conveniently located campuses. Over 100 degree, diploma, and certificate programs are offered in a variety of technical areas. Other offerings include youth programs, workforce training for adult and industrial training for upgrading employees’ skills. The College offers various distance education opportunities including telecourses, online courses, and interactive classroom courses.
    The College and its campuses are fully accredited by the Commission on Higher Education, Middle States Association of Colleges and Schools. In addition, several curricula have earned program-based accreditation by various professional organizations.
    BRIEF HISTORY
    The studies and reports of the original board were used to create the Southern Campus which opened in September 1967, near Georgetown in Sussex County, with 367 students enrolled. The name was changed to the Jack F. Owens Campus in May 1995. A temporary Northern Campus opened in New Castle County in 1968. The Northern location was replaced by two campusesStanton in the fall of 1973 and Wilmington in the spring of 1974. The Terry Campus opened in 1972 north of the City of Dover.
    The President's Office, located adjacent to the Terry Campus, functions as a central office by providing a variety of services in support of the campuses. Delaware Tech's enrollment has grown dramatically in recent years. Students of all ages, backgrounds, and walks of life have benefited from the training and education that is provided. It is estimated that one-fourth of Delaware's population has taken courses at Delaware Tech during its short history.
