General History of the State
Delaware's history is a long and proud one. Two groups of Native Americans lived in the Delaware region when European explorers first visited the area. The Lenape lived along the Delaware River; English settlers later called them the “Delaware.” The Nanticoke lived along the Nanticoke River in the southwestern part of the state. Early explorations of our coastline were made by the Spaniards and Portuguese in the sixteenth century, by Henry Hudson in 1609 under the auspices of the Dutch, by Samuel Argall in 1610, by Cornelius May in 1613, and by Cornelius Hendricksen in 1614.

CHURCH AND STATE-The First Amendment of the United States Constitution has
more Clauses than an urban shopping mall. The Establishment Clause is a
tenant that prevents religion from not only being taught in public schools
but from showing up in any organized fashion. This constitutional doctrine
of separation of church and state is flat out ignored by most sports teams
who pray together before and after competition in organized fashion along
with their coach. Personally as a product of formalized Catholic education,
I'm all for it. Public schools are harsh and sterile places and part of the
problem is that by law no one can reach down and touch the souls of the students. It is a bit unnatural and I can be irreverent with the best of them. Agriculture in the Classroom (AITC) is a national program which was initiated in Delaware in 1988. The purpose of AITC is to provide to educators-teachers, youth group leaders, and other youth mentors-a structured program which provides background, resources, and hands-on activities which further student understanding and appreciation of the necessity and diversity of agriculture in their lives. Through this instruction, it is hoped that the student will become agriculturally literate, and will become aware of the scope and impact of agriculture in their daily lives and throughout the world. Topics explored include the multiple careers associated with agriculture; economics; processes involved in creation, production, marketing, and diversity of agricultural products; and other related topics. Through contact with agricultural professionals and workshops held at actual agriculturally-related sites in Delaware, educators see the broad scope of agriculture in the first state.

Minquas, from the Susquehanna River Valley, began to attack the villages of the Lenni Lenape. Henry Hudson, an Englishman sailing for the Dutch East India Company, discovers Delaware Bay and River. Captain Samuel Argall, an English sea captain, names the bay and river after Lord De La Warr, the governor of Virginia. Dutch colonists settle at Zwaanendael (site of present-day Lewes). Settlement at Zwaanendael is destroyed and all colonists killed in dispute with Native Americans. Peter Minuet leads a group of Swedes to the Delaware and establishes Fort Christina (now Wilmington), the first permanent settlement on the Delaware and the beginnings of the New Sweden Colony. The first African on the Delaware, Black Anthony, is brought from the Caribbean to Fort Christina. The first Lutheran minister in America, the Reverend Reorus Torkillus, arrives at Fort Christina.

For a second consecutive year, a tax rebate was authorized by the Board of Education for all residential taxpayers of $0.082/$100 of assessed value as allowed under the Education Expense and Property Tax Relief Fund. The District demonstrated additional fiscal responsibility by granting senior citizens a school tax rebate over and above the general tax rebate of 50 percent of their school taxes or $500, whichever is the lesser. This was made possible under the elderly Property Tax Relief and Education and Tax Expense Fund.
During the past fiscal year, the District's favorable "bottom line" allowed us to relieve some of the overcrowding by acquiring the Brandywine Springs Elementary School for kindergarten through grade five. We were able to use some of the funds in our carryover balance to pay 40 percent of the $10.6 million acquisition and renovation costs. The remainder of the funding was supplied by the state of Delaware through the efforts of local legislators. The District intends to "pay itself back" by selling off unused properties.

A Metropolitan Life Survey found that 2 out of 10 students feel safer in their neighborhoods without adult supervision than in their school buildings. Studies by Hazler, Hoover and Oliver affirm that 20% of the student population are frightened much of the school day. Reason: peer bullying!
In 1999 two Columbine High School students in Colorado, allegedly retaliating for peer bullying, went on a killing spree that left 13 dead and 23 severely wounded. Such news stories heighten the fears of school-aged children about attending school. They also force educators to acknowledge the correlation between such school violence and bullying.
At a forum, sponsored by the National Press Club of Washington, January 16, 2002, five experts offered their views on school violence and bullying (an educator-writer, a clinical psychologist, a former senator, a state attorney general, and a Montessori teacher trainer). Although each approached the subject from different perspectives, four out of five agreed that environmental conditions contribute to a child's antisocial behavior. All five agreed that intervention should begin at the first sign of an antisocial pattern. And one believed behavior patterns are outgrowths of character formation.
