It is the responsibility of the adults in the school to take bullying seriously and to intervene, or the bullying will continue. Although it is helpful, it is not enough to supply the individual victims with strategies as to how to better handle bully situations. In order to truly be effective, a school-wide program needs to be implemented.
There are many bully prevention programs available, most of which are based on the work of Dan Olweus of Norway whose program successfully reduced bully/victim problems by 50% or more. Olweus identified a core program, that is quite simple to produce in schools in the United States, and does not require a lot of time or materials, but rather commitment by the adults to change the current, painful reality of bullying. The message to the students is that bullying is not acceptable at the school.
The Core Program developed by Olweus is as follows:
Understanding and Involvement of Adults: This is accomplished by way of an anonymous survey among students. Findings should be presented to the school at an assembly. Parents should also be made aware of the findings.

General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. The General Assembly plays a highly significant role in shaping education policy in our state. Over 70% of the funding allocated for public education is appropriated by the State Legislature. State law is filled with education policy ranging from student discipline and attendance policies to defining the salary and benefits of school employees. That's why DSEA maintains a daily presence in Legislative Hall, monitoring the action of the General Assembly, its committees and task forces. On the national level, Congress plays a significant role in shaping education policy for our state. Federal monies, though accounting for only 8% of the total education revenue in Delaware, are important for child nutrition, children with disabilities and children who have learning problems. The recently passed federal education bill - ESEA - has major consequences - both positive and negative. The Delaware State PTA was founded in 1911 and it's first chapter was established in Dover, DE. PTA is the only independent advocacy group that speaks on issues of children. Children are our most valuable resource and PTA's through out Delaware work to protect that resource. Anyone can be a member of PTA who cares about children and wants to work to help make their lives better. PTA's can be formed in communities, churches, places of business, day care centers as well as in schools. PTA's need to be formed where parents can participate. PTA is the children's UNION.
Our Mission
The mission of PTA in Delaware is three-fold:
  • to support and speak on behalf of all children and youth in the schools, in the community, and before governmental agencies and other organizations that make decisions affecting children; to assist parents in developing the skills they need to nurture children; an to promote parent and public involvement in schools and communities.

FOR IMMEDIATE RELEASE
(SACRAMENTO) – Attorney General Bill Lockyer announced today that five of the largest U.S. distributors of music CDs and three national chain stores have agreed to pay $67.4 million for consumer refunds and provide some seven million free music CDs valued at $75.7 million for schools, libraries and charities to settle a multi-state price-fixing complaint.
The free music CDs are going to public schools and libraries. Partial refund payments will be mailed to consumers who submit valid claims to a court-appointed claims administrator. Details of the refund program will be announced later, once the court approves the settlement. Contrary to some news media reports appearing on this settlement, there are no free CDs being given to consumers at the retail stores.
"Our antitrust investigation found illegal sales agreements being used to stifle competition and fix the prices of music CDs," Lockyer said. "Instead of benefitting from a competitive marketplace, consumers looking for music entertainment had their pocketbooks squeezed by these secret deals to artificially inflate prices."

Connecticut:
Connecticut's State Board of Education adopted a state policy on School, Family, Community Partnerships on August 7, 1997 based on the National PTA's National Standards for Parent/Family Involvement Programs. Connecticut's General Assembly passed a law in 1997 (Public Act 97-290) which was intended to foster meaningful partnerships among schools, families, and communities to enhance student learning. It stated that ALL local and regional boards of education were required to develop, adopt, and implement written policies and procedures to encourage parent-teacher communication by September 1, 1998. The Connecticut Department of Education along with community partners including the Connecticut PTA, put together a packet to help local boards of ed comply with the law. The packet contained a sample policy, the six standards in detail, an overview of the law, and procedures and agreements that had been developed in school districts around the country, as models for communities to use. This policy and law impact 1,068 public schools including 645 elementary, 163 junior HS/middle schools, 163 high schools, and 17 vocational/technical schools, serving 545,619 public school students.

Alicia B. Howard became a Commissioner of the Superior Court of the State of Delaware on September 26, 1994.
Commissioner Howard received her B.A. from the University of North Carolina at Chapel Hill, where she graduated Phi Beta Kappa. She received her J.D. from the University of North Carolina at Chapel Hill . She was admitted to the Delaware Bar in December, 1982.
Commissioner Howard has served on the Geriatrics' Board and the Rehoboth Summer Children's Theatre's Board. She currently is a member of the Vestry of St. Peter's Episcopal Church.
Commissioner Howard's current term ends April 12, 2003.
