Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

By Melanie Burney Inquirer Staff Writer WASHINGTON TOWNSHIP French teacher Catherine Russo is a novelty in her Gloucester County district. She is the only Washington Township educator to achieve national board certification and one of just 46 in New Jersey. In Pennsylvania, 47 teachers hold the honor. Russo, who teaches seventh and eighth graders at Chestnut Ridge Middle School, was certified in 1997 by the National Board for Professional Teaching Standards. "It's probably the most productive form of professional development I've ever done," said Russo, a teacher for 12 years. While national certification has been embraced by educators across the country, it has been slow to catch on in New Jersey. Nationwide, more than 16,000 teachers have received the certification. A new group will be named next month from among 20,000 candidates.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

    Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    The Milford School District achieved a rare accomplishment this week with the announcement that four of the district's teachers have met rigorous National Board Certification standards. Wendy Dodge, Mercedes Ferrari, Gene Kerns and Patricia Masten were among 20 teachers state-wide to earn the certification. The only other downstate teacher to earn the certification was Patricia Lobo of the Indian River School District. The state has reason to be proud of the 20 teachers to earn certification this year because it more than doubles the number of National Board Certification teachers in Delaware. Delaware also had more teachers earn the certification this year than Maryland, Pennsylvania and New Jersey, states with much larger teacher populations than Delaware. "Because teacher effectiveness is critical to student success, Delaware's newest nationally board certified teachers have demonstrated under rigorous standards that they are consistently raising student achievement in their classrooms," said Delaware Gov. Thomas R. Carper.

    Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification.
