Using Data To Improve Academic Achievement in Vocational Programs Policy Rationale and Goals: The Southern Regional Education Board (SREB) was founded in the late 1940s to address the gap in academic performance between the South and other regions of the country. Today, it is a network of state and local policymakers, administrators and educators in sixteen member states, mostly located in the southern United States. SREB's mission is to help individuals in government and education work together to improve educational settings and opportunities. In addition to its contribution to policymaking at the state level, SREB works with educators and administrators at the local level by supporting a consortium of area vocational schools and comprehensive high schools that has grown to include schools in 22 states. The network of schools is known as High Schools That Work and participating schools agree to focus on improving the academic and technical achievement of students through adopting HSTW Key Practices for Improving Student Learning, developing an action plan, and participating in data-driven technical assistance provided by SREB. HSTW goals are to:
  • increase the mathematics, science, communication, problem-solving, and technical achievement and the application of learning for career-bound students to the national average of all students, and

Workplace Basics Included in High School Graduation Requirements Workplace basics are taught locally. As noted previously, all Delaware students must take part in meaningful work-based learning experiences prior to graduating from high school.

Education - Cont'd. The annually administered DSTP contributes to a vigorous reform initiative launched several years ago in education in Delaware. The results of the testing program provide our educators with a better understanding of how well prepared our students will be to meet the challenges that lie ahead. With this knowledge, Delaware students, educators and parents will know where they are and how far they have to go. Special Programs
Delaware has recently completed a comprehensive study of the funding and structure of special education. This report will provide direction for school restructuring to better support children with disabilities and other at-risk learners. Delaware has instituted a Comprehensive School Discipline Improvement Plan which establishes Alternative Programs for severely disruptive and expelled students in all three counties. School-Based Intervention Programs in grades 7-12 in all school districts, and pilot/ demonstration Community School Prevention Programs provide school linked/community based services for children and families. Delaware has undertaken to establish School-Based Wellness Centers in every high school that wants one. Currently, 29 high schools statewide have Wellness Centers in operation.

    New scholarships to aid students from vocational technical schools
    Vocational education and the technology it uses are honored in a series of new scholarships that will be offered at the University of Delaware beginning in the year 2000. The IranLawrence.Com Scholarship fund has been established by Iran Lawrence, an internationally known fiber artist, interior designer and entrepreneur, especially for students who complete their high school education at vocational-technical schools. Lawrence will commit at least $100,000 in support of these scholarships over the next five years. Ten scholarships of $1,000 each will be awarded nationwide each academic year. The scholarship awards will be made to newly accepted full-time, first-year degree students who have demonstrated evidence of high academic achievement, a clear statement of purpose regarding their college career, productive extracurricular school and community activities and financial need. The annual awards are renewable for up to five years, provided that the student continues to enroll at UD on a full-time basis, remains in good academic standing and demonstrates financial need. "Increasing scholarship support is one of our top institutional priorities, and this new initiative provides a wonderful opportunity to students from vocational-technical high schools," University President David P. Roselle says.

    (b) Further, it is the intent and purpose of the General Assembly to provide a clearinghouse of information and objective evaluation of programs and activities in career education, state and nationwide, so that the executive, legislative and administrative branches of state government and communities may have ready access to the experience and judgment of lay and professional groups in the fields of employment and education in the formation of public policies concerning career education. (a) A Delaware Advisory Council on Career Education is hereby created whose members shall be appointed by the Governor and shall serve at the Governor's pleasure.     2002 Resolutions Listed below are the Resolutions for 2002 that were passed at the Delaware Farm Bureau Annual Meeting on December 2, 2002.
    • Resolution 2002-1 2002 Farm Bill Constructive Receipt Exemption WHEREAS, the new 2002 Farm Bill, entitled the Farm Security and Rural Investment Act of 2002, was signed by President Bush on Monday, May 13, 2002; and WHEREAS, the new Farm Bill, a six-year program, covers the 2002-2007 crop years and replaces immediately the 1996 Farm Bill. One provision of the 1996 Farm Bill not retained in the 2002 Farm Bill is the exemption of the Internal Revenue Service Doctrine known as "Constructive Receipt." Without this exemption, advance program payments, regardless of when those receipts are received, are considered taxable income by the IRS in the tax year in which those benefits could have been received; and WHEREAS, the failure of Congress to exempt the "Constructive Receipt" Doctrine in the 2002 Farm Bill will jeopardize producer's cash flow and farm financial planning and will cause hardship by incurring a tax liability without receiving a payment. This oversight by Congress is even more critical in disaster years and in years with low commodity prices; THEREFORE, BE IT RESOLVED, that the Delaware Farm Bureau supports immediate legislation by Congress, enacting the "Constructive Receipt" exemption in the 2002 Farm Bill and in all future Farm Bills.

    Progress Report on Secondary Career / Technical Education in Delaware
    In a state perhaps best known for its corporate stewardship, Delaware’s career-technical education leaders have chosen models from the marketplace to drive their delivery of services to secondary school students. Choice, competition, quality, customer satisfaction, business partnerships, professional development, high standards, and "product" warranties are terms more often associated with the boardroom that the classroom. In Delaware, those words have been adopted as the career-technical vocabulary, sparking a comprehensive reform effort which resulted in significant increases in student achievement, enrollment, and post-secondary studies. More than 50% of the Fortune 500 companies are incorporated in Delaware, as well as 80% of the firms listed on the New York stock Exchange. But below the densely-populated urban business centers, the state is characteristically rural and agricultural. The business environment is varied, with a job base well balanced between chemical, financial, agricultural and manufacturing interests. Delaware has a public school population of 113,598 students within 19 separate school districts serving the state’s three counties. Additionally, Delaware has the highest percentage of school-age children attending non-public schools in the country. Approximately 29,000 attend private, parochial, or home schools. Sixteen of the 19 districts are traditional school districts which provide educational services from kindergarten through 12
