    National sovereignty goes down the drain again.
    Since August of last year, the DR Congo has been subjected to aggression, instigated above all by US imperialism, with the aim of subjugating and re-colonising that resource-rich country. Under the leadership of President Laurent-Dsir Kabila, the people of DR Congo have been trying to cast off the neo-colonialist yoke and to build up a democratic state. The aggressors Rwanda, Uganda and Burundi have occupied more than a third of the territory of the DR Congo in the east. For several months the war, which is causing great suffering for the Congolese people, has been in a more or less stand-off situation. In May, the national liberation forces, those of the DR Congo and its allies Angola, Zimbabwe and Namibia, temporarily recaptured the important city of Kalmie on Lake Tanganyika, but Kalmie was soon afterwards again in the hands of the aggressors.

    Following is the statement of Secretary-General Kofi Annanto today's meeting of the Security Council to examine the report of the Council mission to the Great Lakes region:
    From the outset, I wish to pay tribute to the just-concluded Security Council mission to the Great Lakes region.  I believe this timely and important visit served to consolidate the recent momentum for peace in the Democratic Republic of the Congo, and demonstrated the importance that the United Nations attaches to the peace process there.  I think we've heard an eloquent and comprehensive briefing from Ambassador Levitte who led the team.  By visiting not only the States signatories of the Lusaka Agreement, but also Burundi, the Security Council recognized the linkage between the conflicts in the Democratic Republic of the Congo and Burundi.  It is clear that we will have to work to ensure the implementation of both the Lusaka and the Arusha agreements, if we are to achieve peace throughout the region. 
    The Democratic Republic of the Congo a vast and impoverished country devastated by conflict and with virtually no infrastructure presents an immense operational, administrative and logistical challenge to any outside mission.  However, we are now faced with a genuine window of opportunity for peace and security in the Democratic Republic of the Congo and I think Ambassador Levitte described it very clearly.  An important signal has been the re-opening of

    Most roads in this landlocked nation are little more than narrow dirt tracks hacked out of the bush and forest. Motor vehicles are a rarity outside major cities. Civil war within the country, including the January 2001 assassination of President Laurent Kabila, has compounded problems tremendously and thrown the country into turmoil - few roads have been maintained and travel within the country remains highly dangerous.     I. EXECUTIVE SUMMARY The dramatic political developments and the military disengagement observed since January 2001 in the Democratic Republic of the Congo (DRC) have not led to significant improvements in the dire humanitarian situation. Civilian population in the eastern and northern areas, who have been most affected by almost a decade of violence and several decades of economic erosion, have not yet seen the gains that could allow them to reinvigorate their hopes for the future. The unstable situation in these areas and along the southern borders where the enduring Angolan conflict continues to influence events exists in contrast to the relatively peaceful situation in central and western areas where the population awaits economic and institutional reconstruction. Horrendous statistics - two million displaced people and 16 million who are considered food insecure - fail to do true justice to the silent death toll in Africa's land of (virtual) plenty. Over two and a half million people have died since August 1998 in eastern DRC, largely as a result of economic insecurity. A recent study by the Food and Agriculture Organisation shows that DRC had contributed to as much as 22% of the world-wide increase in the number of undernourished in the last decade. In Ituri, decreasing attendance at nutrition centres often means that mothers in hiding are too destitute or too scared to show up with their children. Lack of access to health care, and the consequent rise in mortality rates, reflects a lack of purchasing power, a dearth of drugs and health staff in the health centres, and a total absence of safe access to health facilities.
