March 31, 2000 / 49(12);253-8 Progress Toward Poliomyelitis Eradication - Democratic Republic of Congo, 19961999 In 1988, the World Health Assembly resolved to eradicate poliomyelitis by December 31, 2000 ( ). Although progress has been extraordinary ( ), full implementation of polio eradication strategies has been delayed in several countries affected by war. The Democratic Republic of Congo (DRC) has experienced continual armed conflict since October 1996. As a result, DRC is the last country in the African Region of the World Health Organization (WHO) to implement National Immunization Days (NIDs*). DRC is an important global reservoir for wild poliovirus and shares more than 5580 miles (9000 km) of border with nine countries ; in at least seven of these countries polio is endemic. The large area of DRC, substantial amount of poverty, weak health-care infrastructure, poor transportation and communication, and competing demands for resources present considerable challenges to polio eradication. This report summarizes information on the existing health-care infrastructure and routine coverage, information from NIDs carried out in 1999, and results from the recently established surveillance system for acute flaccid paralysis (AFP). Regional activities Africa HISTORY OF MEMBERSHIP FACT SHEET: AFRICA SUB-DIRECTORATE COUNTRIES OF THE FOUR SUB-REGIONS OF AFRICA SOUTH OF SAHARA HISTORY OF MEMBERSHIP The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, etc., which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol (in accordance with Article 2 (1) of its Constitution) ensures the closest possible co-operation between the "criminal police authorities" of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime. Joining Interpol was therefore one of the first steps taken by various African leaders once their countries obtained independence.

September 2002 History In April 1997, Zairian rebels backed by Rwanda and Uganda push into Lubumbashi, and President Mobutu turns to the military in an attempt to maintain his slipping hold on power. In May, Kabila and Mobutu meet as rebel forces move toward Kinshasa. Mobutu cedes power and flees Kinshasa. Rebels enter Kinshasa with little resistance and Kabila takes power in May 1997. Kabila's alliance changes Zaire's name to the Democratic Republic of Congo (DRC). A new currency, the Franc Congolais is introduced on June 30, 1998. Kabila declares himself president and bans all politics, but promises elections in 1999. From then on, several parallel processes gradually unfolded: Fragmentation of the rebel movement (RCD), as a result of personality clashes and shifting interests of foreign supporters. Regional contagion. Insecurity spread throughout the region (with foreign rebel groups using DRC as a rear-base), foreign forces clashed on DRC soil (e.g., battles between Ugandan and Rwandan forces), and some of the rebel groups even intervened in other countries (e.g., the MLC to support Central African Republic President). Overall, an estimated 200,000 people, mostly civilians, have been killed during this conflict, and about 2 million have been the indirect victims of the conflict, dying of starvation or diseases which would have been treated in the absence of conflict.
