    Progress Toward Poliomyelitis Eradication - Angola, Democratic Republic of Congo, Ethiopia, and Nigeria, January 2000July 2001
    In 1988, the World Health Assembly, governing body of the World Health Organization (WHO), resolved to eradicate poliomyelitis globally by 2000 ( ). In the African Region (AFR), WHO member countries began to implement polio eradication strategies in 1995. Although rapid progress has occurred in much of eastern and southern Africa, wild poliovirus transmission continues to occur in four priority countries: Angola, Democratic Republic of Congo (DR Congo), Ethiopia, and Nigeria ( ). This report summarizes progress toward polio eradication in Angola, DR Congo, Ethiopia, and Nigeria during January 2000July 2001, and indicates that 11 of 12 cases of wild poliovirus in AFR were identified in these priority countries during JanuaryJuly 2001 ( Figure 1
    Routine Vaccination
    The four priority countries have reported low rates of routine coverage with three doses of oral polio vaccine (OPV3). In 2000, reported OPV3 coverage among infants was 42% in DR Congo, 42% in Ethiopia, 38% in Nigeria, and 33% in Angola.
    Supplemental OPV Vaccination Activities
    Supplemental OPV vaccination activities were conducted in all four priority countries in 2000 and 2001. In Angola, three rounds of national immunization days (NIDs)* were conducted in June, July, and August 2000 with an additional subnational immunization day (SNID)

    SOPA Resolution on the War in the Democratic Republic of Congo
    9 October 1998
    This constitutional congress of the Socialist Party of Azania, sitting in the city of Durban on the 12th and 13th September 1998, noted with great concern the unending war which has ravaged the country and claimed a lot of innocent lives. We note that the war is being presented by the bourgeois media as an ethnic war waged by the Tutsis who felt that Kabila betrayed them after he ursuped power. That this ethnicising of African politics serves the interests of imperialist forces whose strategy is to divide the people while they plunder the resources of the country without much hindrance. When he came to power through military means Kabila sold all mining interests which were held by US companies during the Mobutu era to Canadian companies. The Americans did not take kind of this as they felt cheated. They started to wage propaganda against Kabila and portrayed him as a dictator.

    Joint Statement by President George W. Bush and the Presidents of the Central African States We, the Heads of State of the United States, Burundi, Cameroon, Central African Republic, Chad, the Democratic Republic of the Congo, Equatorial Guinea, Gabon, Republic of the Congo, Rwanda, and Sao Tome and Principe, met September 13, 2002 at the 57th United Nations General Assembly in New York. We confirmed our commitment to cooperate to pursue regional peace, prosperity, freedom, and stability in Central Africa. In pursuit of these goals, we renewed our commitment to the political and economic reforms necessary to improve the lives of the people of Central Africa, and mobilize the resources required to advance development in the region. We will continue to show the leadership required to achieve these goals as the cornerstone of human freedom and dignity. We will strengthen the capacity of the Economic Community for Central African States (CEEAC) and the Monetary and Economic Community of Central Africa (CEMAC) sub-regional organizations, and work with the Council for Peace and Security in Central Africa (COPAX)to prevent and resolve conflict, reduce human suffering, and promote regional economic integration.

    History Since 1997 the Democratic Republic of the Congo (DROC; formerly called Zaire) has been rent by ethnic strife and civil war, touched off by a massive inflow in 1994 of refugees from the fighting in Rwanda and Burundi. The government of former president MOBUTU Sese Seko was toppled by a rebellion led by Laurent KABILA in May 1997; his regime was subsequently challenged by a Rwanda- and Uganda-backed rebellion in August 1998. Troops from Zimbabwe, Angola, Namibia, Chad, and Sudan intervened to support the Kinshasa regime. A cease-fire was signed on 10 July 1999 by the DROC, Zimbabwe, Angola, Uganda, Namibia, Rwanda, and Congolese armed rebel groups RCD-G and MLC, but sporadic fighting continued. KABILA was assassinated on 16 January 2001 and his son Joseph KABILA was named head of state on 26 January 2001. Despite taking a radically different approach than his father, the new president has been equally unsuccessful in ending the war.
