Biography
Kelvin J. Robinson Chief of Staff
Kelvin J. Robinson is a seasoned public servant with more than 15 years of service, having held various senior-level positions within state and local government in Florida. From 1994 to 2001, Mr. Robinson was the Director of Legislative and Public Affairs for the Florida League of Cities, where he served as chief lobbyist and spokesperson for Florida's more than 400 cities. In this capacity, he successfully represented the issues of Florida's cities to the members of Congress, the Florida Legislature, various agencies of state and federal government, as well as before business and civic organizations. During his tenure, Florida's cities experienced an increase in their home rule and fiscal authority, securing passage of a number of local organizational and revenue reforms. Florida's municipalities also enhanced their relations with federal and state policymakers as well as statewide business interests. Before joining the Florida League of Cities, Mr. Robinson served as Director of the Division of Hotels and Restaurants where he was responsible for the licensing and regulation of Florida's public food service and lodging industry, as well as elevators. In that capacity he was recognized for having successfully consolidated food and lodging inspections under one agency, as well as for streamlining inspection processes, which resulted in less costly and more efficient operations.

District of Columbia's Investment in National Energy Priorities The District of Columbia government operates a fleet of compressed natural gas (CNG) vehicles such as this one at a CNG refueling station. The District of Columbia leverages funding with that from the State Energy Program to participate in several DOE-sponsored initiatives and programs in the transportation sector:
  • Clean Cities
    This DOE program encourages the use of alternative fuel vehicles and building support infrastructure throughout the country. The program Web site contains a profile of the District of Columbia Clean Cities, formed in 1993. One example of this Clean Cities coalition's projects is contained in an online fact sheet about how the U.S. Postal Service uses compressed natural gas vehicles for deliveries in the Washington DC metropolitan area. Finally, the DC Energy Office has a summary of its use of DOE grants for alternative fuel vehicles.

Confused about the proper name for the Nation's capital? If so, you're not alone. Pierre L'Enfant, designer of the city, thought of it as the Capital City. Jefferson referred to it as Federal Town. Washington, however, considered this undignified, and instead used the name Federal City. The initial plot of land authorized by the Constitution for the seat of the US government was a 100-square mile area. The first commissioners appointed to acquire the property for the new capital and construct the first government buildings made the obvious choice and named the city Washington. At the same time, they decided to call the entire 100 square-mile area the District of Columbia. Congress later went along with this decision through legislative references to the area. The city of Washington as designed by L'Enfant did not, of course, fill the 100 square-mile area authorized by the Constitution for the seat of government. The area also included the cities of Georgetown (1751) and Alexandria (1749), which were already in existence. Congress designated the rest of the 10-mile by 10-mile portion outside the corporate limits of these three cities as the County of Alexandria, in the section given by Virginia, and the County of Washington, in the Maryland-ceded portion.
