Good tea chers have standar ds in mind when they set their lessons up, where the idea of a "standard" represents a specific idea of what the teacher expects a student to recall, replicate, manipulate, understand, or demonstrate at some point down the road - and of how the teacher will know how close a student has come to meeting that standard. Standards, in other words, are conceptually nothing new - though we do seem to keep reinventing them. Standards have received a new emphasis over the last decade at the national, state, and local levels. The growth of the Internet has given us the chance to index the sources of information about standards in one place and place that information at anyone's electronic fingertips. We have established this page as a repository for as much information about educational standards and curriculum frameworks from all sources (national, state, local, and other) as can be found on the Internet. Charter Schools
NEA policy embraces high standards, accountability and strong local control for charter schools. It also offers guidance in the form of various criteria that can significantly improve the chances for success of these programs, which after 10 years are still in the experimental stage. Among other things, NEA firmly believes that all affected public education employees must be directly involved in the design, implementation and governance of these and other educational programs.
Failures spur review of charter school laws
Charter schools are part of the landscape of public education. According to the Education Commission of the States, as of August 2001 there were more than 2,300 public charter schools serving more than 500,000 students nationwide. The Commission reported that 37 states, the District of Columbia and Puerto Rico have laws providing funding and permitting charter schools to operate. However, many of those statutes are being revisited and revised in light of a number of charter school failures, some with disastrous consequences for students. NEA's position on charter schools is necessarily general. State laws and regulations vary widely, and NEA state affiliates have positions that are appropriate to the situation in their states. For example, accountability for meeting high academic standards is an essential component of successful charter schools. But not all state charter laws have strong accountability requirements. In addition, not all state laws require charter schools to develop programs conforming with state or local academic standards, and many charter laws do not require charters to participate in the state accountability system.

The District of Columbia Student Opportunity Scholarship Act of 2003, H.R. 684
Representative Jeff Flake, along with thirteen cosponsors, has introduced a bill in the House to provide scholarships to elementary and high school students in Washington DC. The bill aims to relieve students of the failing DC school system by increasing educational opportunities through parental choice. The 146 public schools in DC have the lowest average of any school system in the nation on the National Assessment of Education Progress. In 1998, 72% of 4th graders tested below basic proficiency in reading. According to DC's own data, only 53% of the 10th graders trapped in their public school system are reading at or above the basic level. Only 28% of DC public school 10th graders test at or above the basic level in mathematics.

Project Search Overview Among the more complex challenges facing public charter schools is the responsibility to provide education to students with disabilities under various federal civil-rights based laws including the Individuals With Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act of 1973. Project SEARCH ( S pecial E ducation a s R equirements in Ch arter Schools) was a qualitative research study designed to respond to the need for clarifying information about the implementation of special education policy in the nation’s public charter schools. Region III Federal Technical Assistance Providers Comprehensive Centers What they do: The Centers are designed to serve each of the federally-funded programs under the Improving America's Schools Act (IASA). The Centers work primarily with states, local education agencies (LEA's), tribes, schools, and other recipients of funds under the IASA.
