The Master of Arts in Reading, and the Reading Specialist program, is designed to provide literacy educators with experiences and background which will prepare them for educational roles in a variety of institutional and multicultural contexts. The curriculum places emphasis upon reflection and critical thinking about professional practice and the moral and ethical responsibility of literacy educators. In order to matriculate in this program students must be able to demonstrate appropriate interest and ability in the field of literacy education. Letters of recommendation to support their applications are required, and may be obtained from the school system superintendent, the building principal, or other appropriate individuals. This program provides preparation for careers as:

The Education Division established a network of Regional Teacher Resource Centers at the nine NASA research facilities and universities and museums around the country to disseminate educational materials to elementary and secondary educators. Materials include videotapes, slides, audio tapes, publications, lesson plans and activities. Copies can be made at the centers. Teachers should contact the Center nearest them. Teen Risk-Taking, A Statistical Portrait
By Laura Duberstein Lindberg, Scott Boggess, Laura Porter, and Sean Williams
A new Urban Institute study reviewing major, recent national surveys tracking teen involvement with drugs, alcohol, smoking, sexual activity, fighting, and other risk behaviors. The report shows a decline in overall risk-taking among white and African-American, but not Hispanic high school students. The report also finds that those teens involved with 2 or more risk behaviors—such as drinking and smoking, or fighting and alcohol—are responsible for most of the chances teens take with their health. But lead author Laura Lindberg finds that even these multiple risk takers can be reached.

Sylvan Learning Centers and the National Geographic Society are sponsors of the 1998 National Geography Bee, established in 1989. The Bee finals will air on local PBS stations, produced by Maryland Public Television. ATIONAL G EOGRAPHIC magazine for life. The National Geographic Society developed the National Geography Bee in response to concern about the lack of geographic knowledge among young people in the United States. In a 10-country Gallup Survey conducted for the Society in 1988 and 1989, Americans ages 18 to 24, the youngest group surveyed, scored lower than their counterparts in the other nations. A substantial number of Americans could not locate their own country on a blank map of the world. Sylvan Learning Centers provides supplemental education services to students of all ages and skill levels in more than 650 centers across North America and in Asia. Sylvan and the National Geographic Society are working together to offer an experiential education program for students to attend after school on the premises of participating schools.

  • Local Public Libraries In Maryland are twenty-four public library systems, one in each county and Baltimore City, with a combined collection of 13.5 million items.     In May of 2001, Minnesota Standards for Effective School Library Media Programs 2000 was published and is available at http://cfl.state.mn.us/library/mnschoolstandards.pdf In September, 2001, Metronet received a federal Library Services and Technology Act (LSTA) grant to collect and analyze data based on the Standards for all Minnesota public school library media programs. Metronet has used this baseline data to determine the condition of school library media programs statewide and to assess the impact of school library media programs on student achievement.     Policy Update - September 2002
    In this issue: Influx of Funding to District of Columbia Abstinence-Only-Until-Marriage Programs Washington, DC, recently received two grants totaling over one million dollars for abstinence-only-until-marriage programs. Over $750,000 was awarded to the DC Department of Human Services from the Special Projects of Regional and National Significance-Community Based Abstinence Education (SPRANS-CBAE) program. A $300,000 single-source grant was also awarded to the DC-based Best Friends Foundation. The District currently receives $120,000 in federal Title V abstinence-only funding and matches that with $120,000 from the District budget. The second grant is for the Best Friends Foundation, a DC-based abstinence-only-until-marriage program. This grant is from the U.S. Department of Health and Human Service's Center for Substance Abuse Prevention (CSAP) and the Substance Abuse and Mental Health Services Administration (SAMHSA).

Such outcomes have helped make the DCDFC an inspiration to community-based organizations nationwide. Representatives from twelve U.S. cities have toured the Center with hopes of emulating both the spirit and the specifics of what they see. The Center itself plans to expand its support for area families, including males, by establishing the Capitol View Health Center for general medical services, dental care and mental health services in an environmentally conscious building.

    All of these media centers serve as the technology wellspring for their schools. Using technology is no longer a luxury in the field of school libraries, but a requirement," wrote one of the finalists of the 1997 Gale DISCovering Program/MultiMedia Schools Information Technology Award. In school after school where this premise is only partially understood, technology is an "add-on"—something that is tacked on to a school program, not seamlessly integrated into the fabric of the school community. Not so in the five school media centers that earned a place in this year's Gale Research/MultiMedia Schools "winner's circle." All of these media centers serve as the technology wellspring for their schools. In these schools technology is harnessed; it is put to work for educational goals in the media center and throughout the school. It is not an "add-on," but the backbone that leverages information resources well beyond the walls of the media center. "Our goal is to achieve a library without walls and an information center without limits," wrote another finalist. In order to achieve this vision, media specialists are actively engaging themselves in school activities. Ongoing staff development provided by the media center has created a "teacher renewal," observed a middle school principal. "Technology helps bring people together" and creates a different learning experience for both teachers and students. What about those teachers who are reluctant to get involved with the technology? One student put us straight on that: "Teachers get reputations [among the students] you know. Students know which teachers stand up in front of the podium and lecture, and they don't sign up for those courses...."
