Poor physical plant affects student achievement, discipline
(From American Teacher , Nov. 1997) There is growing evidence that the physical condition of schools has a direct effect on achievement and discipline. A 1991 study of the District of Columbia schools, for example, found that standardized achievement scores among students in buildings in poor condition were 6 percent lower than schools in fair condition and 11 percent below schools in excellent condition. In a district that has been plagued by fire code violations and other problems with physical facilities, in 1997 D.C. schools did not even open until late September because court-ordered repairs had not been completed. Two separate studies of Virginia high schools also found direct correlations between building conditions and student achievement. The first, a 1993 study of small, rural schools, found that student scores on achievement tests, adjusted for socioeconomic status, were up to 5 percentile points lower in buildings with lower-quality ratings. Poor achievement was associated with specific factors, such as substandard science facilities, air conditioning, locker conditions, classroom furniture and graffiti. In the second study, conducted in 1996 on large, urban schools, student achievement was found to be as many as 11 percentile points lower in substandard buildings as compared to above-standard buildings.

April 8, 2003 Monthly Board Meeting Agenda
The Lexington County School District One Board of Trustees expects a larger than normal public turnout for its April 8th meetings.
As a result, the meetings will take place in the cafeteria of Lake Murray Elementary School located at 205 Wise Ferry Road.
The board’s budget workshop/special board meeting and first reading of the district’s 2003–2004 budget takes place this Tuesday, April 8, at 6 P.M.
The board will also hold its regular monthly board meeting at Lake Murray Elementary at 7:30 P.M.
Parents or staff who want to speak to the board regarding budget cuts, etc. can do so during the Citizens’ Participation portion of the regular board meeting at 7:30 P.M. There is no Citizens’ Participation portion at the workshop. Directions to Lake Murray Elementary School:
From Columbia Avenue/West Main Street at the intersection of Highway #1 and Highway #378 (at Rush’s), you drive away from Lexington headed west.

The professional papers of Judge David L. Bazelon were donated to the Biddle Law Library of the University of Pennsylvania Law School by Richard L. Bazelon as Trustee for the Trust which was created in connection with the career of David L. Bazelon as a judge on the United States Court of Appeals for the District of Columbia. They were donated on December 30, 1986 and received on May 28, 1987. BIOGRAPHICAL NOTE
David Lionel Bazelon was born in Superior Wisconsin in 1909, the ninth child of Russian Jewish immigrants. His father had been a peddler who later owned a general store. He died when David was two, and shortly thereafter the family moved to Chicago, where David attended public schools. In the twenties he worked as a movie theater usher and store clerk while attending the University of Illinois and Northwestern University Law School. He was the first person in his family to go to college. Many years later, after he had been the Chief Judge of the United States Court of Appeals for the District of Columbia for several years, he admitted that his own childhood, spent in less than comfortable circumstances, contributed to the development of his well known sympathy for society's underdogs.
