Technical notes and definitions from the original report have been omitted. Types of Public Schools In the 1996-97 school year, 86,058 public schools provided instruction to 45.6 million students in the United States ( table 1 This was an increase of 1.7 percent over the previous year for students and 1.1 percent in the number of schools. Most of these institutions were regular schools (81,163). Regular schools often provide a range of special, vocational, and alternative programs in addition to their traditional curriculum offerings; however, in 1996-97 there were 4,895 schools that offered these specialized programs as their primary function. Among this group were 1,686 schools whose major function was to provide special education for students with disabilities and 335 schools identified as vocational. Some 2,874 schools were reported to offer other alternative programs. Table 1.

Front Lines: District of Columbia Hyperlinks to Check Out: Washington Post Washington Times 11/11/97: On November 6, the District of Columbia School Board decided to keep the Marcus Garvey Public Charter School open after the school's board of trustees agreed to suspend principal Mary A.T. Anigbo for 30 days and place her and three other employees on probation. The principal and the three other employees were recently convicted on assault charges stemming from an incident with a Washington Times reporter at the school last year. The school board's decision was in line with an argument presented by Chester E. Finn, Jr., Bruno V. Manno, and Gregg Vanourek in their Washington Post op-ed, "Do the Right Thing for Marcus Garvey and All Charter Schools," published a few days before the board's decision. Finn, Jr., Chester E., "Accountable Education: Despite the D.C. Fiasco, Charter Schools Work," Washington Post, December 15, 1996, C1. Small Business Development Center (SBDC) Program Short-Term Training and Counseling for Small Businesses in Central and Easily Accessible Branch Locations The U.S. Small Business Administration (SBA) administers the Small Business Development Center Program (SBDC) to provide management assistance to current and prospective small business owners. The program is a cooperative effort of the private sector, the educational community and federal, state and local governments. It enhances economic development by providing small businesses with management and technical assistance. The SBDC Program is designed to deliver up-to-date counseling, training and technical assistance in all aspects of small business management. SBDC services include, but are not limited to, assisting small businesses with financial, marketing, production, organization, engineering and technical problems and feasibility studies. Special SBDC programs and economic development activities include international trade assistance, technical assistance, procurement assistance, venture capital formation and rural development. There are 58 small business development centers — one in every state (Texas has four), the District of Columbia, Guam, Puerto Rico, the U.S. Virgin Islands and American Samoa— with a network of nearly 1,000 service locations. In each state a lead organization sponsors the SBDC and manages the program.
