It is a great pleasure and honor for my delegation to attend this conference of the countries of the Americas who are members of the Economic Commission of Latin America and the Caribbean and to be here in the wonderful Dominican Republic. The United States of America believes that full Hemispheric cooperation on the WSIS is critical, and we are pleased that the Government of the Dominican Republic and the Economic Commission for Latin America and the Caribbean are hosting this very important event. This is an opportunity for our region to join in the emerging global consensus on the benefits of embracing the information revolution. The WSIS process has set into motion a global dialogue on the information society that may be without precedent. We, in the Americas, now have the opportunity to add our voice to this emerging consensus. Ladies and gentlemen: We are meeting at a time when we are facing unprecedented challenges in the ICT [information and communication technologies] industry, but I should also add, unprecedented opportunities both for those in the industry and those in the world of policy. We are slowly moving closer towards the goal of universal access a goal set by the Maitland Commission 20 years ago. We read of the 60 million new fixed-line subscribers, 140 million new mobile subscribers that were added around the globe in 2002 – most in developing countries. Indeed, it has been reported that worldwide telecommunications growth has been exceeding that of the general economy by approximately two and a half times.

The subsequent political crisis was eventually resolved by the "Pact for Democracy," an agreement that called for electoral reform and new elections in 1996. The 1996 presidential elections represented a historic turning point, as the election results were peacefully accepted by the three major political parties: the Dominican Liberation Party (PLD), the Dominican Revolutionary Party (PRD) and the Social Christian Reformist Party (PRSC). Despite the progress in election administration, the three principle political parties have experienced significant internal conflict. Internal candidate selection is often determined by closed decision-making, and the party structures revolve around dominant individuals. As a result, many citizens have lost confidence in political parties.

April 7, 2003 9:00 AM In July 1962, 22 Peace Corps Volunteers arrived in the Dominican Republic to work in community development projects throughout the country. Since then, some 4,000 Volunteers have served in agriculture, urban and rural development, environment, small business development, health and education. Currently, there are about 150 Volunteers serving in the Dominican Republic. Peace Corps Volunteers have always been well received by the Dominican people. Even during times of political tension, strong personal bonds have been maintained. It is notable that Peace Corps remained in the Dominican Republic during the suspension of diplomatic relations in 1963 and the civil war of 1965. In 1979, Volunteers were commended by the Dominican people for assisting in relief efforts in the wake of Hurricanes David and Frederick. Peace Corps was recognized with the country's highest medal in 1986 during the agency's 25th anniversary celebration. In 1992, representatives from government, non-governmental organizations, and communities turned out to celebrate Peace Corps' 30th anniversary in the Dominican Republic. Peace Corps Volunteers in the Dominican Republic provide direct community-based technical assistance to the most marginalized sectors of the population in order to promote self-help strategies that respond to basic human needs and strengthen community efforts. Volunteers in the Dominican Republic strive to increase local capacity for problem solving and form linkages among and across grassroots, regional and national organizations.

"They have different customs and 85 percent of them are crafty."Even among those Dominicans who denounce the mistreatment of Haitians, some turn up their noses at the thought of any closer relationship than that of trading partners. Among Haitians, such attitudes and the abuses that often accompany them are deeply resented. Parque Colon known as Columbus Park is a leafy and pleasant place to visit, located at the corner of Calle Arzobispo Merino and Calle Conde. Just east toward the river is the bronze statue of Christopher Columbus and on the north side of the park is a cafe and bar. If you are in the mood for a hand-rolled Dominican cigar there is a cigar store just directly facing the statue. Catedral Basilica Menor de Santa Maria, Primada de America is the oldest church in the Americas and features gothic and Spanish Renaissance facades, and Romanesque arches. It faces Parque Colon on the south and was bulit by the order of Real Miguel de Pasamonte. The church takes up most of the city block with it's buildings, walkways, gardens and quarters. Interestingly enough the first stone was laid in 1514 by Diego Columbus but the real construction didn't start untill 1520 reason being the original architect left Santo Domingo to build another church in Mexico.
