From the Times Record , Friday, June 7, 2002 Steering Toward Safety By Kim Souza, ksouza@swtimes.com While national statistics show fatal crashes involving young drivers have declined in the last decade, the truth remains that in 2000, more than 5,640 drivers under age 20 lost their lives in fatal crashes. The National Center for Statistics in Washington reports that teen-related car crashes remain the leading cause of death and permanent injury for adolescents across America. The Arkansas State Police in Little Rock adds that from 1996 to 2000, 443 Arkansas teens perished in automobile accidents. These are just a few of the reasons behind the National Safety Council’s designating this week as Driving Safety Week with an increased emphasis on teen drivers. Experts agree that high crash rates among teens are largely due to the driver’s inexperience and immaturity. The National Highway Traffic Safety Administration reports that 17-year-olds are four times more likely to die in a crash than older drivers. Sixteen-year-olds are 12 times more likely to be killed on the highway, and when there are teen passengers in the vehicle, the likelihood of crashing soars even higher. State licensing requirements often vary, and while 42 states have adopted graduated licensing programs, Arkansas teens may secure a learner’s permit at age 14 without ever having been enrolled in a formal drivers education class.

MORPCA TRACK EVENTS The purpose of Driver Education (DE) events is to teach each student how to be comfortable and safe while driving in a high performance fashion and in a non-competitive environment. Munson Recently, states have been implementing “Graduated Driver Licensing” (GDL) to help quell the elevated crash rates of drivers younger than 18. The single, most dangerous age for a driver is 16. A 16-year-old driver is 10 times more likely than an adult to have a injury or death collision, and 3 times more likely than those between the ages of 18-21. Almost all of these collisions can be traced to one major flaw – lack of experience To assist in the needed experience, GDL places a greater burden on the court system, law enforcement, and parents to see that not only is experience gained, but that punishments are meted out and that the driver understands the privilege can be taken away for careless or neglectful driving. Currently (as of August 2002), 34 states and the District of Columbia have joined in the 3-stage process of GDL, and they have all seen a related reduction in teen collisions and death / injury rates. Not all of these states are equal in their application of the GDL process, however. That's why so many people now are supporting the idea of a graduated licensing system because during these very beginning years you keep these restrictions on because the immaturity factor goes down every year. Let me just add to Brian's answer, we need to approach this problem of teen driving from a systems point of view and drivers ed and graduated licensing is one part and another part are the laws dealing with teen alcohol use. As you know the president called on the country to adopt zero tolerance laws in the last few years and in fac~ the states are, one-by one, adopting those laws, which say to a teenager, you cannot drive with any measurable alcohol in your system and if you do, you're going to lose your driver's license and we have to remember, perhaps in a tough love fashion, that having that driver's license is an enormous incentive and motivation to teenagers and we have to make sure we have tough laws and good enforcement to send the message we just won't tolerate this.

In most states we are driver education teachers and in California we are also driver training teachers. To the general public or at least the highway safety community, the term driver education is a very negative program. Due to the negative publicity of the DeKalb study and the subsequent decline of driver education in the 80s and 90s, many people have lost respect or hope for the type of driver education that has been available to young drivers. I know that we don't want to accept this negative association, because our program is a quality program. The problem is that we don't really know what a quality driver education program consists of. In each state and in programs within each state, driver education has many different descriptions. Our teachers have not all stayed current with changes in driver education and many driver education programs are of poor quality. This poor quality is not simply due to the driver education teacher. This poor quality has been caused by the lack of support and direction of federal and state government; national safety organizations, parents, and the local community. As a result there has been a steady decline in the quality and frequency of driver education courses.
