    SKILLS BEHIND THE WHEEL: Class gives drivers edge

    There are the things they teach you in driver's ed. And then there are the things a former race car driver like Jeff Payne can teach you. Lucky for Kate Gorski, she had a bit of the latter when bad timing and a tire tread put her nascent driving skills to the test last week. The 17-year-old Las Vegas Academy student, who received her license in March, was traveling south on U.S. Highway 95 when a big rig threw the tread beneath her Volkswagen bug, sending her skidding out of control. As her vehicle hurled into the gravel median, Gorski said she recalled something she'd learned in a Payne's Driver's Edge course a few months earlier. In addition, the Community College of Southern Nevada will offer an expanded version of his Driver's Edge course starting next month. The class, which will cost $150, will be held two weekends a month at the Cheyenne campus.

    ATLANTA U.S. Secretary of Transportation Rodney E. Slater today announced that a special team of America’s best "Sunday Drivers" top NASCAR racers will put the department’s message about seat belt use on the fast track, and they have just two words to say to America’s driving public: "Buckle Up." Elliott, Burton, Wallace, Bodine, Waltrip and Labonte are among the professionals who will be appearing in national public service announcements targeting the National Highway Traffic Safety Administration’s (NHTSA) "most wanted," the 32 percent of Americans who still don’t buckle up. "Safety is President Clinton’s highest transportation priority, and he is committed to increasing seat belt use," Secretary Slater said. "While buckling up takes only three quick seconds, seat belts will save nearly 10,000 lives this year. America’s best drivers are sending a strong message that seat belts are necessary for all and that everyone should take the responsibility to buckle up." In a April 1997, President Clinton called on all Americans to increase their use of seat belts and unveiled a national strategy to achieve 85 percent seat belt use by the year 2000. Seat belt use currently stands at 68 percent.

    Presidential Classroom Students Participate in Focus Group for NHTSA
    by Kathie Klass, Office of Public and Consumer Affairs MTV, Rolling Stone and teen magazines are the top recommendations for reaching young drivers about auto safety. So advised twenty high school students from around the country who shared their views with NHTSA on Thursday, March 20th. The students were participating in a special focus session on Business, Labor and Public Policy offered this year through the Presidential Classroom program. This is the second visit to NHTSA for Presidential Classroom students. Noble Bowie, Director of Safety Performance Standards' Office of Planning and Consumer Programs says, "We saw this as a golden opportunity to learn first hand about how to better reach 'new drivers' with our safety information." The enthusiastic students shared many of their candid views and experiences behind the wheel with us. Most of the students were well aware that auto crashes is the number one cause of death for their age group. Their awareness provided a good segue into the discussion of auto safety and the government's role in promoting highway safety. The students were well aware of the impact that they have on their parents, and reminded us that "kids teach parents." One young woman said that she won't let her parents ride in her car unless they buckle-up, and she must always remind them.

    Anonymous In Canada, more young people are killing themselves on the highway than any other age group. Young drivers, 16-24 years old, make up some 27-30 percent of traffic fatalities each year. Yet their share of he population is only about 19 percent. Those who have taken a driver education course stand a far, far better chance. A survey taken by the Ontario Safety League showed that some 2,000 young graduates of its "pro drivers" course had almost 50 percent fewer accidents than average young drivers and almost 20 percent less accidents than adults! What better case is there for driver education in the schools? No student should be allowed to leave high school unless he or she has had driver's education and obtained a driver's license. In a country where almost 53 percent of the population drives, the money spent would be a good form of investment a form of insurance. Although over half the population of Canada can drive a car, most young people are still being taught how to drive by a friend or an older member of their family. What are the results? According to insurance company statistics Canada, there is an accident rate of one out of every four young beginning male drivers. Girls do a little better 1.2 out of every ten. Driver education courses are the only answer to decreasing the high accident and fatality rate of beginning drivers in Canada. But most schools lack the money to set up driver education programs or the teachers qualified to teach it. Because of a ruling of the Teachers' Federation, only high school teachers are allowed to give in-class instruction on driving. Their teachers must take a course in driver education from their provincial chapter of their safety league over the summer months. Many schools cannot afford to sponsor a teacher to such a course. So the majority of students go without driver preparation, while there are other qualified officials or instructors in their city who might have the ability to teach classroom and practical fundamentals of driving.

    1.0 Introduction It is estimated that 30 percent of the carbon dioxide produced from human activities comes from road vehicle emissions . In addition, road vehicles contribute approximately 63 percent of the nitrogen oxides, 93 percent of the carbon monoxide and 38 percent of the total suspended particulate emissions in Toronto's air. Predictions are that fuel consumed through vehicle use will increase by 40 percent over the next 25 years due to a rising number of vehicles and greater distances being travelled. To address the concerns of increasing vehicle emissions, the Toronto Green Fleets Partnership, of which U of T is a member, was formed by the Toronto Atmospheric Fund. This group of public and private fleet owners has been brought together in an attempt to help reduce Toronto's smog and greenhouse gas emissions.
