DRUG ENFORCEMENT ADMINISTRATION (DEA) CHIEF RECOGNIZES CONGRESSWOMAN DARLENE HOOLEY (OR-5), OREGON STATE POLICE FOR EFFORTS TO COMBAT METHAMPHETAMINE PROLIFERATION
Salem, OR Representatives of the Drug Enforcement Administration gave recognition to the efforts of Congresswoman Darlene Hooley (OR-5) for "outstanding contributions in the field of drug law enforcement" at a ceremony in Salem today. The Oregon State Police were also honored. In a letter, DEA Administrator Asa Hutchinson acknowledged Hooley's efforts to draw attention to the production and abuse of methamphetamine in Oregon as well as her work as a founding member of the Congressional Methamphetamine Caucus. "You were instrumental in the establishment of not only the DEA Salem Resident Office, but also the designation of Oregon as a High Intensity Drug Trafficking Area (HIDTA)," wrote Hutchinson. "Both of these events helped establish the Marion Area Gang and Narcotics Enforcement Team (MAGNET), a collaborative partnership with Federal, State, county and local enforcement agencies. Since its inception, MAGNET has made record drug seizures and arrests in the Marion County area." Hooley has invited Hutchinson to tour the 5th Congressional district with her and law enforcement officials later this Spring, and the Administrator has accepted the invitation. Details will be announced later.

The Drug Enforcement Administration is a United States Federal law enforcement agency tasked with suppressing the sale of illegal recreational drugs To date the DEA has been completely unsuccessful at controlling the flow of illegal drugs into the United States despite the dedicated efforts of thousands of employees and the deaths of a number of undercover detectives. The European Union (EU) highlighted the "drug enforcement efforts made by Andean countries", the results of which UE representative Elza Pais qualified as "notable" during the inauguration of the IV High Level Meeting on Drugs between the UE and the Andean Community (CAN). This meeting, held from March 29 th to 30 th at the CAN headquarters, was attended by representatives of Germany, Austria, Spain, Italy and Portugal, as well as of member countries of the Andean Community – Bolivia, Colombia, Ecuador, Peru and Venezuela. Pais, Co-Chairman of the meeting on Europe’s behalf, maintained that the "EU was placing more priority on drug enforcement". She referred to the overall global EU strategy for the 2000 – 2004 period that the European Council adopted in Helsinki in December 1999 and stated that cooperation with Latin America had acquired a new dimension when the Global Action Plan on Drugs for the EU/Latin America/Caribbean was adopted at the 1999 Rio Summit. "Putting this action plan into operation was one of the tasks assumed by the EU under the Portuguese chairmanship, and this has to be the context of today’s meeting" she stated, after thanking the representatives of the Andean Community for their "high class contribution" to the Plan and stressing Peru’s successful eradication of coca plantations.

    Middle school principle considering school-wide drug enforcement

    JACKSONVILLE, Fl - The principle of Highlands Middle School is considering a school wide drug enforcement program, where students are paid to tell on other children. Two teachers are paying students $100 dollars for information leading to an arrest. Five students were arrested on drug charges last week.

    Home What's New Order the Book Drug Enforcement Administration The Drug Enforcement Administration (DEA), within the Justice Department, is the U.S. government's "lead agency" for the enforcement of drug laws. Its 77 offices in 55 countries gather drug-enforcement intelligence, take part in host-country drug-related law enforcement operations, and train host-country law enforcement personnel. The DEA divides its international activities among five roles, or "missions":
  • Bilateral Investigative Activities: carrying out investigations of drug traffickers together with host-country Law Enforcement Agencies (LEAs); Coordinating Intelligence Gathering: with the aid of the various DEA intelligence programs , carrying out joint intelligence operations with host-country LEAs; Engaging in Foreign Liaison; Training Programs: training host-nation law-enforcement and judicial agencies; and Drug Law Enforcement Institutions: assisting the institutional development of foreign drug law-enforcement agencies.
  • DEA programs in Latin America include the following:
    • Foreign Cooperative Investigations Program (FCIP): This program develops drug control strategies with foreign governments. Strategies include investigations of international trafficking organizations and tracking of drug money laundering.

Jackson (R) Washington, charge the "War On Drugs" is compromised by corruption at high levels. Jerry Laveroni , as a 12 year old dreaming of becoming a policeman, wrote to FBI Director Hoover asking for information about the Mafia; only to have Hoover reply: "There's no such organization." Years later, soon after being trained as a federal narcotics officer, but before gaining any experience, Laveroni was ordered to join a group of agents (Some of them later jailed for corruption) being interrogated by President Nixon, who appeared to be extremely interested in the techniques they used in their undercover work.
    During the next five years, pretending to be a drug dealer, Laveroni Laveroni Laveroni's Laveroni resigned from the DEA.

DEA (Drug Enforcement Administration), 15 F.3d 1131 (D.C. Cir. 1994), the DEA final order which set forth five necessary characteristics for a drug to qualify as an accepted one for medical use, withstood appellate scrutiny. Within the meaning of the Federal Controlled Substances Act (CSA), a drug must have (1) a known and reproducible chemistry; (2) adequate safety studies; (3) proven efficacy through adequate and well-controlled studies; (4) acceptance by qualified experts; and (5) widely available scientific evidence. Marijuana Scheduling Petition, 57 Fed. Reg. 10, 499 (1992). See also Suzanne D. McGuire, SAN JOAQIN AGRICULTURAL LAW REVIEW, Medical Marijuana: State Law Undermines Federal Marijuana Policy-Is the Establishment Going To The Pot , 1997. Marijuana does not possess any of these characteristics. First, the chemical makeup of marijuana is highly variable making it almost impossible to reproduce in a standardized way. Second, there is a lack of adequate scientific studies on the medical use of marijuana. There are inadequate safety studies on humans. In fact, marijuana is not widely embraced by the medical community. Id at 93. Finally, Marijuana is harmful. According to DEA and others, its harms outweighs its potential benefits. The component THC found in marijuana has been found to cause several side effects: destruction of brain cells, increased rates of miscarriages, decreased birth rates, decreased testosterone levels, impaired sexual development, and weakened immune systems.

    Drug Enforcement Unit The Drug Prosecution Unit consists of five attorneys, one investigator, and a secretary, all part of a professional team who aggressively prosecute major drug dealers in conjunction with the C ounty O f M acomb E nforcement U nit ( C.O.M.E.T.) . Established procedures require vertical prosecution, pleas to the principal charge, detailed trial preparation, and constant interaction with law enforcement officers during all phases of the investigation to assure that legal advice is readily available. The unit emphasizes the prosecution of large scale dealers, crack street sales, the targeting of traditional drug conspiracies, and civil forfeitures. This is accomplished by traditional means as well as the use of multi-jurisdictional grand juries. While aggressive prosecution remains the primary focus, the unit joins with other office projects and agencies in promoting treatment for substance abusers and education for our youth based on the firm belief that a comprehensive strategy will help to achieve our final goal of safer, drug free neighborhoods. This unit also has responsibility for civil forfeitures arising from assets of drug dealers. These assets are seized under law if they are the result of or directly connected to the manufacture or distribution of drugs. For fiscal 1996, 37 forfeiture cases were opened with a total approximate value of $1,473,262.44. During this same period, 30 cases were closed with a value of $162,024.99 of drug related assets forfeited to local police departments.

On August 27, 2002 , I wrote a letter to Elijah Cummings urging him to support Conyers in his efforts. December 16, 2002 SecurityFocus reports that Emilio Calatayud , a former DEA employee, has received a 27-month prison sentence for selling information from three sensitive law enforcement databases to an investigative service .
