Anti-Drug Program
DHCR recognizes that the presence of drug abuse, violence and crime in many communities throughout the State presents a serious threat to the housing under its supervision and to the safety of its residents. DHCR's Anti-Drug Program was established in January 1989. The agency supervises 257 moderate-income Mitchell-Lama housing developments (containing nearly 100,000 apartments) and 74 public housing projects (with approximately 21,500 apartments). One of the first anti-drug initiatives DHCR undertook was to amend the State's housing regulations. Rules governing Mitchell-Lama housing (9 NYCRR, Sec. 1727-5.3) were amended in 1989 to expedite the eviction of tenants involved with illegal drugs. This change eliminated the requirement for DHCR to hold an administrative hearing before a housing company could initiate an eviction proceeding in court, if it was based on drug-related grounds. Also, leases for these apartments were rewritten to clearly prohibit the possession or sale of illegal drugs and possession of illegal weapons. On May 23, 1989, New York became the first state to receive a waiver of the grievance procedure in Federally-subsidized public housing from

  • CESAR is one of the nation’s premier university-based research institutes addressing issues related to alcohol and other drugs. CESAR’s multidisciplinary research team comprises epidemiologists, sociologists, psychologists, criminologists, statisticians, and demographic experts. This expert team enables CESAR to:
    • Monitor drug trends
    • Conduct policy-relevant research
    • Design drug-prevention programs
    • Evaluate drug-prevention, intervention, and treatment programs
    • Provide technical assistance to state and local agencies
    • Train students in substance abuse research methods and policy analysis
    CESAR has an extensive history of survey research among adult and juvenile criminal justice populations, drug treatment clients, substance abuse experts, and the general population. CESAR has worked effectively with professionals from public health, legislative, law enforcement, and drug treatment institutions to understand developments in drug use trends and epidemiology and to help evaluate and formulate program and policy responses to problems associated with drug use.

    The National Drug and Alcohol Research Centre (NDARC) was established at the University of New South Wales in May, 1986 and officially opened in November, 1987. It is funded by the Commonwealth Government as part of the National Drug Strategy (formerly, the National Campaign Against Drug Abuse). NDARC is situated on the University of New South Wales Randwick campus in the eastern suburbs of Sydney.

It helped create and lead the national parent drug-prevention movement of the 1980s. It obtained several federal demonstration grants to help inner-city parents prevent drug abuse in their families and communities. It developed an after-school program called Club HERO. It operates a drug-information center for the public. It organized American Cities Against Drugs to help U.S. mayors reduce the drug problem in their jurisdictions.     El Projecto Seguro
    These issues, along with the obvious language barrier, led to the development of a crime prevention program for Hispanic communities. The project, El Projecto Seguro (The Safe Project) is supported by an $186,000 grant from the Minnesota Department of Public Safety. MPD proposed the following goals for the program:
    • Educate the Latino community through crime prevention programs. Increase the Latino community awareness about MPD. Improve relations between MPD and Hispanic communities. Recruit Latino community members to train others about MPD services. Build Latino trust of police to increase their willingness to report crimes.
    Working Together
    El Project Seguro was never intended to be a one-way educational street. The architects of the project specifically sought a union between MPD and Latino communities so that the learning and development channels traveled both ways.

    Existing Programs Already, a myriad of federal, tribal, state, and local agencies, conservation and industry groups, and private citizens are engaged in efforts on behalf of the nation's aquatic resources. Over $375 million in federal funds are expended annually on fisheries programs; state fisheries agencies spend more than $680 million, nearly $200 million of which is provided through the highly-successful Sport fish Restoration Program. Many citizens participate in ground-level work to improve aquatic resources and fishing opportunities. Several federal environmental reform initiatives are underway and offer significant potential benefits for aquatic resources. The council commends the Administration, states, tribes, and other partners that have contributed to these ongoing efforts. We urge continued support for such programs as a central component of the Recreational Fisheries Stewardship Initiative; they provide the foundation on which future progress can be built. State federal, tribal, and private programs and initiatives benefitting aquatic resources are numerous. The following represents a sample of the many different kinds of outstanding programs that already contribute to aquatic resource stewardship and recreational fisheries.

    The California Collaborative Center for Substance Abuse Policy Research (CCCSAPR) will support the Office of Alcohol and Drug Programs in Drug Court Evaluation activities.     The Department of Pharmaceutical Chemistry is internationally recognized for the strength of its research programs. While individual faculty are engaged in a variety of research activities, four major research areas can be identified for the department as a whole. These are bioanalysis, cellular and molecular pharmaceutics, macromolecular pharmaceutics, and physical pharmacy. Additionally, many of the department faculty are involved in interdisciplinary research. The department enjoys close collaborative arrangements with members of other departments, including medicinal chemistry, pharmacology, pharmacy practice, chemistry, chemical engineering, and molecular biosciences. Graduate student participation in these interdisciplinary programs is encouraged. Bioanalysis is concerned with the development of highly sensitive analytical methods for the quantitation of target molecules in complex biological systems. Amines, amino acids, peptides, proteins and nucleic acids are of particular interest. High performance liquid chromatography (HPLC), LC/MS/MS, capillary electrophoresis (CE), capillary electrochromatography (CEC) and pressure assisted capillary liquid chromatography (PEC) separation units utilizing UV, fluorescence, laser-induced fluorescence, electrochemical, and mass spectrometry detectors are currently available. In addition, various reagents, sample preparation media, and chromatographic supports for chiral, immunochemical and electrochromatography are being developed. Professors Lunte, Middaugh, Stobaugh, and Wilson have research projects in this area.
