About CLIM-ECON
O ver the past few decades there has been increasing interest in the social sciences on the impacts of climate variability and climate change on human welfare. The problems being considered have become increasingly interdisciplinary, requiring the expertise of researchers in both the social and natural sciences. The Economics of Climate Variability and Global Change (CLIM-ECON) is an electronic discussion list that has been set up to facilitate interdisciplinary discussion on the economic aspects of the climate variability and change. T his list was created as a part of an Institute on the Climate Resource sponsored by NOAA and held at the National Center for Atmospheric Research (NCAR) in June 1995. The list is managed by Kathleen Miller NCAR's Environmental and Societal Impacts Group (ESIG) . Our hope in developing this list is to continue the open dialogue that began at the Institute and to stimulate further research in this area. Although the discussion on the list will likely revolve around the economics of climate, we would like to encourage researchers from a variety of backgrounds to contribute.

Introduction The emergence of an information economy and globalization have been observed and discussed for decades, whether in the context of the worldwide distribution of films, television shows, and music, or the expansion of multinational corporations and global brands such as McDonald's, Coca-Cola, MTV, and Globo. The Internet and its rapid growth worldwide has caused a great deal of excitement, not least because the net seems to have the power to realize the metaphor of the 'global village' popularized by Marshall McLuhan in the 1960s (McLuhan, 1996). Tens of millions of people can now communicate directly with each other . Of course, the global telephone network already reaches perhaps a billion people, and television events such as the 1998 World Cup reach far more than that. But the true power of the net is not just being able to engage in more intensive one-on-one communication, but in flexible, variable, one-to-many, and many-to-many, forms of communication. In Internet terms, every sender is also a receiver. And vice versa.

The Cotton Industry: Its Growth and Impact, 1600-1935
Introduction
The cotton industry has been widely recognized as the 'leading sector' in the industrialization of several of the world's major economies, and more particularly of Great Britain, the country that first experienced an 'industrial revolution'. Its importance was recognized and widely discussed from the early years of the factory system in spinning and so became the subject of a large literature ranging from pamphlets, journal articles and ephemera through to works of encyclopaedic comprehension and permanent value. The present collection of nine volumes is intended to represent the best of the publications that have stood the test of time. The phrase 'as far as possible' is used to acknowledge the fact that, despite the huge bibliography on cotton, there are several important areas of the subject on which little has been written, or what has been published is inadequate in one way or another. And of course, even the 'classics' of the subject have their limitations and of themselves take no account of more recent research. This introduction will therefore serve to indicate some gaps in our knowledge that remain, and some of the points at which the volumes reproduced need to be updated to offer more rounded understanding. These few remarks will be complimented by a short bibliography and some references for further reading at the end of this Introduction.

I’m tired of being so negative on the macro outlook. We all are. But I must confess it’s finally starting to get to me, purportedly one of the most bearish of the lot. It’s not that I’ve lost my sense of conviction. It’s actually a more disturbing thought that after all these years, I’m starting to sense that no one is really listening. Sure, financial markets have been in a three-year funk a huge post-bubble correction in world equity markets and an equally extraordinary surge in bonds. Over the same time frame, the global economy has been in one recession and is back on the brink of another one right now (see my April 4 dispatch, “The Global Double Dip”). Yet convictions are still deep that these disruptions are temporary, not systemic, and that they have now gone on for long enough. As such, most investors, policy makers, and politicians remain convinced that mean reversion is imminent that fundamental macro relationships are about to return to their longer-term trends. Over the years, these are the gut feelings I have learned to respect the most. And yet now I find myself at odds with those very instincts. That troubles me. It forces me to ask myself repeatedly these days what am I missing?

GRAD STUDENTS The Food and Resource Economics (FRE) group (formerly Agricultural Economics) uses rigorous tools of economic analysis to examine applied problems in the general area of food markets (e.g., trade and regulated markets, food demand analysis, food safety and biotechnology) and the economics of renewable resources and the environment (e.g.,trade and the environment, valuation of natural resource amenities). The recent appointment of Timothy Beatty as a Tier II Canada Research Chair in Food Market Analysis, and simultaneous creation of a data analysis lab (through Canada Foundation for Innovation funding), has resulted in a particular strength in empirical analysis within this group. The strength and unique nature of our program stems from cross-campus collaborations.
