Office Hours: Internet: gmyers@henson.cc.wwu.edu Purpose and overview This course challenges us to consider the problem of species loss in a holistic and multifaceted manner. Indeed, in its full scope, the boundaries of the problem of biodiversity today (and moreso, tomorrow) are co-extensive with our life-patterns. We will delimit the topic by attending especially to the Endangered Species Act (ESA), though contemporary discussions range widely also. The ESA is virtually unique in history, as are the conflicts it has spawned. Around this focal point hover a myriad of questions. Some are scientific. Some are political and economic; and underlying many debates are important philosophical and ethical questions. Do the state and sociology of our knowledge about this issue permit definitive statements? In what cases? In what conditions of risk and uncertainty? In the context of what rhetorical framings of the questions? We will start the course with some wide-ranging encounters with the issue that will tap different levels of our responses. We will move into some scientific topics, and simulate important experiments. A major portion of the course will deal with policy issues - the conflicts and various stakeholders who are involved, but also the rhetoric of the debates. Finally, value questions will be a focus, especially toward the end of the course.

Swaminathan The Union Finance Minister, Mr. Yashwant Sinha, seems to have come through the combined assault by the Opposition in Parliament over the UTI imbroglio, but only by the skin of his teeth. His attempts at a persuasive enunciation of the Finance Ministry's shock and consternation on being kept totally in the dark about the UTI's then Chairman, Mr. P.S. Subramanyam's, decision to suspend repurchase and sale of units in US-64 were foiled in the Lok Sabha and in the Rajya Sabha. Politicians seizing the high ground on 20 million investors being left in the lurch because of the UTI fiasco seemed less to care for the interests of the investors than to persecute the Finance Minister and try, if possible, to batter Mr. Vajpayee's leadership of the coalition Government even if it could lead to political destablisation without any palpable relief and reassurance for the small investors stuck with the UTI. The most amazing performance in Parliament came, of course, from Dr. Manmohan Singh, the former Finance Minister, who had the odious distinction of witnessing the mega-securities scam in the early 1990s, right under his nose.

Civil servants becoming endangered species
By Our Staff Reporter THIRUVANANTHAPURAM, OCT. 29. The former Director General of Police, Mr. P.R. Chandran, has said that the civil servant has become an endangered species. Inaugurating a seminar on vocational training organised by the Rotary Club of Thiruvananthapuram here today, he said that the civil service has become an insecure and frustrating job over the years. With the advent of globalisation, liberalisation and privatisation, job opportunities and career prospects are brighter in the private sector, he said. The Internet has brought the whole world to your home. Details about new courses and job opportunities could be surfed out from it. The youth should be committed to their profession. However, there is no sure formula for success. One has to take a decision which is quite often a compromise, he added. Mr. B.S. Warrier, columnist, explained the various academic opportunities for higher studies and job openings for the engineering graduates and the ways of preparing for an interview.

Some of you may question the need for such a series and may ask yourself why it should concern you. This quote by Jay Russell Ph.D. perhaps explains that WHY far better than we can. "Every breeder has the ability in a free society to "determine their own stopping point." But, a single breeder's actions may have consequences that are far-reaching. A breed is necessarily maintained by a society of breeders. As such, the actions of each breeder affects the actions of every breeder who dips their brush in the gene pool and every buyer present and future who buys one of these "works of art." Pragmatically (and ethically), a breeder loses his/her right to independence and his/her ability to be independent the minute he/she puts up a shingle that says "Puppies for Sale."

Threatened and Endangered Species
Headwaters Ancient Forest Complex Headwaters Forest is the largest remaining unprotected old growth redwood forest in the world. This forest complex (over 50,000 acres) is located on the Northern California coast, (near Eureka) about 300 mi north of San Francisco. Headwaters is the last remnant of an ancient redwood ecosystem that once extended unbroken from Oregon to Central California. Headwaters is critical habitat for many species, several of which are threatened or endangered. The marbled murrelet, the coho salmon, the Northern Spotted Owl, the marten, the goshawk, the Olympic salamander, and a variety of other flora and fauna live in Headwaters. The Headwaters Ancient Forest has many sites supporting preservation; these include:
