Hilltop Times staff Two and a half years ago Capt. Rick Boone, a software engineer in the Materiel Systems Group, was looking for an opportunity to volunteer. He's always worked well with kids and thought a mentoring program would be fun for him, and beneficial for somebody who needed it. About the same time Crystal Capizzo was looking for a male role model for her son Mario. At the time he was 10 and struggling after Capizzo's divorce from Mario's father, who now lives in San Francisco. Mario said his mom regularly works 12-hour days "so she's not at home to play with us" and he was getting in trouble. The North Davis Junior High seventh grader is now doing well, in part due to the relationship he's formed with the Air Force captain who volunteers with The Best Friends' Mentoring Program at Ogden's Family Support Center. Mario and Rick agreed that they immediately hit it off when they met at an Ogden Nature Center activity sponsored by the support center. Rick said unlike many kids his age, Mario was never shy and was ready to get together for activities right away. Mario's lack of inhibitions was evident when he asked the captain if he wanted to wrestle right off the bat and ran at him full charge.

If this course of study had been called "Software Engineering", no one would have felt obligated to inquire about the content, because since software engineering is a long-established concept, everyone thinks they know what is meant by it. Of course the term software systems engineering falls under the rubric software engineering, since it deals with an engineering course of study which is associated with informatics. The differentiation lies in the conscious emphasis on the question of how to optimally communicate knowledge of complex software systems. The complexity of today's software systems is a necessary consequence of the performance capability of hardware which has for decades and continues to increase exponentially, both in terms of processing speed and memory capacity. The development needs for software and the scope of software systems will increase in the coming decades to an almost unimaginable degree. The task of the engineer is not typified by component building, bur rather by system conception. For this there is no formal specification, and therefore no formally supportable solution paths. The engineer can succeed in a practical system conception only if he can draw on experience in two different areas: On one hand he must have a clear concept of the functional variety of feasible components, and on the other hand he must have become familiar with many systems in use which were already implemented in the past.

TECHNICAL COOPERATION PROGRAMME REPUBLIC OF MALAWI Project Title: Oil Palm Smallholder Development Project Number: TCP/MLW/6612 Starting Date: July 1996 Completion Date: June 1998 Government Ministry responsible for Project Execution: Ministry of Agriculture FAO Contribution: US$ 207,600
I. BACKGROUND AND JUSTIFICATION
The economy of Malawi is based on agriculture. Major industrial crops are tobacco, tea and sugarcane; coffee is a distant fourth crop. Although the large scale agriculture sector is still growing, small scale agriculture, which is mainly based on maize and groundnuts, is stagnant. The Government agricultural policy aims at food security through increased smallholder production by adoption of high yielding maize varieties and increased fertilizer use. However, the Government also searches for possibilities of crop diversification and import substitution (70 million USD annually is used for food imports) not only to broaden the base of the economy but also to provide the small scale farmers with alternatives. Malawi has been importing about 2,500 tons of palm oil per year at a cost of 1.3 million dollars. This could be covered, on a conservative estimate, by the development of 1,000 Ha. Further expansion would substitute other vegetable oil inputs. Palm oil production is considered to be crucial as Malawi is a net importer of animal fats and vegetable oils and edible oil consumption is low even in comparison with neighbouring countries. Vitamin A deficiency is a serious problem in Malawi and palm oil is a remedy; UNICEF is very interested in the promotion of red palm oil in Malawi as a way to combat this deficiency and protein/energy malnutrition. Follow up funding through IFAD for smallholder agricultural development is a strong possibility. Small scale oil palm processing will directly link the farmer to the added value achieved and this is a component of the project. The Malawian edaphoclimatic conditions in the project area determine that the oil palm there will be smallholder priority; there is sufficient area available in the region for the project without other crop displacement. The smallholders in the project area are traditional landowners, an important factor in sustainability.

    Engineer Peacetime Activities
    The Military Engineer in PeaceThe military engineer should be made an effective instrument for war but he should also be utilized to the limit of his useful capacity in time of peace. There is no conflict of requirements. On the contrary such duty is, in fact, necessary to his efficiency in war. There is a strong family likeness in all engineering and there are few engineering activities in war which are not analogous to the activities in peace. There is no reason why the military engineer, whose primary function is war, should not also be utilized on peace-time engineering work during the intervals between wars, and it is necessary to his efficiency for war that he be given this experience in peace.

We have two childrena seven year old daughter, Maranda, and a 21 month old son, Mason. We are expecting baby number three in June. Ed is retired from the Navy, and does freelance data base for the military. I am assistant director of the Aurelia Public Library.
